초록
This study aims to find out the characteristics of the adjustment plan of clustered villages within Green Belts. For this purpose, this study analyzes the case of Namyangju-Si, Gyeonggi-Do. The contents of the case study reviews Green Belts policy reform in relation to the clustered villages on the base of the reviews. This study analyzes the differences of the expected values according to the types of clustered villages, which are classified by size, density. The results of the case analysis are as follows The result of analysis showed that the community becoming a problem on the boundary setting process was the rural type of community.
The current guideline does not stipulate the boundary setting criterion by characteristic of the community independently but applies to all the types of community. To resolve this problem, this study attempted to determine the density of houses with the criterion for building density for the building behavior to become legal within the current Green Belts in case the Green Belts was abolished and changed into natural greens. The house density was 7 houses/ha that could be obtained through two analyses.
The current guideline requires that the house density be 10 houses/ha, and the house density criterion should be lowered to 7 houses/ha to complement the problem in setting the district boundary due to the adjustment of the limited development district. The result of analysis showed that the community composed of less than 20 houses was designated as the community district, had the activity restriction relaxed and could receive the expected value of the structure.
When the community of more than 20 houses to less than 50 houses receives the expected value of the structure, it is greatly advantageous to reorganize it into the community district overall rather than turn it into the natural greens. It is more greatly advantageous to turn in into the natural greens than into community district due to the remarkable difference in publicly announced land price. When the community is overall reorganized, it can be subsidized from government when it is developed as the community district rather than as the 1st-grade residential district. And it may have the advantage of low project cost.
But the expected value at the time of overall reorganization into the 1st-grade residential district was found to be highest in terms of profitability owing to the remarkable difference in the building density. This study sought to compare the difference in the expected value between the overall buy-over method and the community with more than 50 houses is overall reorganized. In the community reorganization project, not the large-scale housing land development project but the small-scale urban development project, the replotting method showed the greater expected value than the overall buy-over method.
This indicates that the replotting-based method based on compensation because of the gap in land proce change due to the change of the use district.
