리츠를 활용한 부동산산업 발전 방안에 관한 연구 : 자기관리 리츠를 중심으로

자기관리 리츠를 중심으로 부동산산업 발전 방안을 연구했다.

리츠는 다수의 투자로부터 자금을 모집하여 부동산 및 부동산 관련 유가증권, 부동산 개발사업 등에 투자·운용한 다음 여기서 발생한 수익을 투자자에게 배당해 주는 제도이다. 리츠는 일반인에게 부동산 간접투자 기회를 제공함으로써 부동산가격 안정과 건설시장 활성화를 통해 부동산산업 발전에 이바지한다. 리츠가 도입되고 20여 년이 지난 현재 국내 리츠 시장은 규모가 크게 확대되었음에도 불구하고 공모·상장 리츠와 자기관리 리츠 분야에서는 아직 그 성장이 매우 저조하다. 이에 본 논문에서는 선행 연구와 리츠 제도에 대한 이론적 고찰, 해외사례 및 현황 분석을 통해 국내 리츠 산업의 문제점을 세 가지로 도출하였다. 규제 위주의 정책 개선, 리츠 상품의 다양성과 수익성 개선, 그리고 일반 투자자들의 공모 리츠 상품 투자 활성화가 그것이다. 최근 정부도 리츠에 대한 각종 규제를 완화하는 추세이다. 이에 맞추어 본 논문에서는 국내 리츠 산업의 문제점들을 해결하기 위한 방안을 규제 완화와 관련하여 제시하고자 한다. 부동산개발 사업에서 디벨로퍼와 리츠사의 긴밀한 연계를 통해 리츠 생태계의 선순환 구조를 만들 필요가 있다. 또 이를 통해 자기관리 리츠를 육성하여 리츠 상품의 다양성과 수익성을 높여야 할 것이다. 이와 동시에 프롭테크를 적용한 리츠 정보 전문 플랫폼으로 일반 투자를 확대하여 공모 리츠 시장을 활성화할 필요가 있다.

정부의 지원 정책과 함께 민간기업이 리츠 시장 활성화를 주도할 수 있어야 리츠 생태계 전반에 선순환 효과가 나타나 국가 경제에 생산, 소비 및 분배 활동을 촉진함으로써 국가 차원의 광범위한 경제적 파급 효과를 기대할 수 있을 것이다. This study aims to review the REITs system of Korea and foreign countries, and suggest some political agendas for the development real estate development industry utilizing REITs. REITs raise funds from a number of investors, and then invest and operate real estate related assets, for example commercial properties, real estate-related securities, and real estate development industry, etc.. And then distributes the profits generated from theme to the investors.

REITs could contribute to the development of real estate industry by helping raise investment capitals from general people, stabilizing the price of real estate, and activating the real estate construction market. More than two decades after REITs was introduced, the growth of the domestic REITs market is still very low despite of the significant expansion in size. This study deducted the problems of domestic REITs industry in three ways through the theoretical consideration, abroad cases, and status analysis on the preceding studies: regulation-oriented policy; lack of profitability; and unconcern of people. Recently, the government is abolishing regulations on REITs.

To enhance the effect, this study suggests some political instruments; creating of virtuous circulation of REITs ecosystem through close links between Developer and REITs company; increasing the variety and profitability of REITs instruments by fostering Self-Managed REITs; activating the public REITs market.
