Objective and scientific evaluation based on spatial environmental information is essential for sustainable national land and environmental planning, and the Environmental Conservation Value Assessment Map (ECVAM) is a key tool supporting this decision-making process.
Weakness, one of the environmental/ecological evaluation items of the ECVAM, is used to identify "areas where the natural environment is likely to be affected by human land use." It is applied in feasibility assessments for environmental and development plans and in selecting sites for development. However, following the resolution enhancement in 2021, low-development-pressure features such as farm and forest roads were included, causing farmland and forests to be classified as Grade 5—interpreted as already-developed areas.
This study proposes an improvement plan for the utilization data by removing and refining inappropriate data to better align the Weakness assessment with its core concept, and verifies its effects quantitatively and spatially. Comparing three alternatives, the optimal solution selected was to use the overlap between Land Cover Map (Level 3)'s urbanized/built-up areas and Zoning District (Urban Areas and Planned Management Areas) as urban area data, while maintaining the existing Road Network Link data for roads.
Applying this, the proportion of Weakness Grade 5 areas decreased by 9.78%p compared to the original, while Non-graded Areas increased by 16.83%p, demonstrating an appropriate change considering already developed land and development demand. In terms of spatial suitability, while grades in urban areas were largely maintained, agricultural land was primarily adjusted from Grade 5 to Grade 4, and forest areas were adjusted to Non-graded, thereby enhancing conceptual consistency. Furthermore, the Spearman correlation coefficient with the Human Footprint index improved from 0.646 to 0.678, securing statistical reliability.
Finally, the impact of the Weakness improvement on ECVAM grade was confirmed to be negligible (less than 0.1%p), showing that the study maintains the overall consistency of ECVAM while improving the accuracy of an individual evaluation item. By enhancing the accuracy of the Weakness evaluation item, this study aims to more precisely identify the environmental vulnerability and development potential of the national land. It provides objective evidence for the preliminary feasibility assessment of environmental and development plans and contributes to increasing the utility of both individual evaluation items and the ECVAM.
