Demand-side policies aimed at curbing rapid housing price increases have been repeatedly implemented, and the Moon Jae-in administration likewise introduced so-called ‘pinpoint regulations,’ including the designation of regulated areas, stricter mortgage lending rules for high-priced housing, and the land transaction permit system, to suppress price increases originating in Seoul’s Gangnam districts.
However, these regulations have been criticized for dampening prices only temporarily in regulated areas while inducing spillover effects that shift demand and trigger price surges in non-regulated areas. Against this background, this study examines whether the pinpoint housing regulations implemented during the Moon administration effectively achieve their policy objective of price stabilization and whether spillover effects to non-regulated areas are empirically observed.
The analysis uses monthly housing price indices for 25 districts (gu) in Seoul from January 2015 to January 2025, along with transaction-level housing prices for selected neighborhoods (dong)—Jamsil, Samseong, Daechi, and Cheongdam—designated as land transaction permit zones in June 2020. At the district level, long-run time-series analyses employing SADF and GSADF tests and time-varying Granger causality are conducted to identify periods of explosive price behavior and changes in interregional transmission structures.
At the neighborhood level, the policy effects of the land transaction permit system are examined using the synthetic control method and spatial panel models to assess price stabilization in regulated areas and price spillovers to surrounding non-regulated areas. The district-level analysis shows that pinpoint regulations suppress short-term price surges in the Gangnam districts, but are followed by the emergence and expansion of rapid price increases in non-regulated districts.
Time-varying Granger causality analysis reveals that regulatory tightening is accompanied by the formation and strengthening of asymmetric price transmission paths from Gangnam to non-Gangnam districts, with certain non-Gangnam areas emerging as new hubs of price diffusion after the introduction of the land transaction permit system. Neighborhood-level analysis indicates that the land transaction permit system exerts a direct short-term dampening effect on prices within regulated neighborhoods, while simultaneously generating pronounced spillover effects in non-regulated neighborhoods.
These spillovers reflect selective demand shifts driven not merely by geographic proximity but by location premiums, price differentials, and substitution opportunities. Spatial panel estimates further confirm negative spatial dependence among neighboring areas, indicating a spatial substitution mechanism in housing demand, while the attenuation of spatial spillovers after regulation suggests that stringent transaction controls constrain demand relocation itself.
Overall, the findings indicate that pinpoint regulations contribute to short-term price stabilization in targeted areas but gradually lose effectiveness over time, leading to renewed price increases in regulated areas and pronounced spillovers to non-regulated areas. This implies that demand-suppressing policies are inherently transitory in their effectiveness and underscores the need for structural measures, such as supply expansion, and a coherent, region-wide, and medium- to long-term policy strategy to achieve sustained housing market stability.
This study is subject to limitations in fully disentangling post-regulation effects from broader macroeconomic shocks, and future research is warranted to examine policy durability over complete regulatory cycles and to explore distributional effects at a finer spatial scale.
