개발사업에서 도시농업 도입을 위한 개선방향 및 계획기준 수립

개발사업에 도시농업을 도입하기 위한 공간계획 기준을 제안했다.

최근 전 지구적인 기후변화와 코로나19로 인하여 도시 내부에서 이루어지는 도시농업 활동의 가치가 부각되고 있다. 본 연구는 성숙기에 접어드는 국내 도시농업의 질적 향상과 개발사업에서 도시농업의 공간적 확보를 목적으로 계획수립 단계에서 도시농업 활동을 계획적으로 도입하기 위한 공간계획 차원의 개선방향과 계획기준을 수립하고 제시함으로써, 지속가능한 도시농업 활성화를 통한 지역 환경 개선방안을 마련하고자 한다. 본 연구의 목적은 도시 차원의 개발사업에서 도시농업활동을 계획적으로 도입하기 위한 공간계획의 개선방향 및 계획기준을 제안하는 것이다. 이를 위해 도시농업에 대한 현황, 국내・외 사례 등을 통해 개발사업에서 공원・녹지를 활용하거나 전용공간인 도시농업용지를 확보하는 방안 등 도시농업을 도입하기 위한 개선방안을 마련하고, 주요 개발사업의 계획수립 단계에서 도시농업의 도입과 활성화를 위한 체계적인 계획기준 및 운영체계 구축을 통해 지속가능한 도시농업 활성화를 도모하고자 하였다. 본 연구는 도시농업에 관한 법제도 동향조사, 국내・외 사례조사, 도시농업 관련 전문가 설문조사 결과로부터 개발사업에서 도시농업을 도입할 수 있는 개선방향을 도출하고 공간계획 차원에서의 도입방안과 계획기준을 제시하고자 하였다.

본 연구의 의의는 도시농업을 활성화하기 위해 기존 연구들이 정책방안을 중심으로 접근하였다면, 도시민의 정주공간을 형성하는 자족적인 도시공간인 개발사업에서는 다양한 도시농업을 도입하기 위해 계획수립 단계에서 실효성 있는 도입방안을 도출하고자 하였다는 점에 있다. 그러나 본 연구의 결과를 통해 다음과 같은 몇 가지 한계점과 후속과제를 제안하고자 한다. 첫째, 관련 연구의 초기단계로서 대부분 물리적인 공간계획에 초점을 맞추었기 때문에 개발사업 유형 및 특성에 맞는 세부적인 시행지침이나 운영방안에까지 충실하게 접근하기는 어려웠다. 도시농업 공간계획 차원에서의 기반시설 도입 및 운영방안 등의 세부적인 내용들은 추가적인 연구가 필요하다. 둘째, 본 연구는 개발사업에서 도시농업을 도입하기 위한 문제점 및 개선방향을 도출하고 계획기준을 수립한 것으로서, 실제 개발사업 시 계획수립 단계에서 본 연구결과를 적용하려면 실증적 분석과 같은 좀 더 폭넓은 검토가 필요하다. 아울러 도시농업의 다원적 기능을 살리면서 효과적으로 도입하기 위해서는 타당성 및 계획기준들을 추가적으로 검토할 필요가 있다.

셋째, 향후 연구에서는 개발사업을 포함한 다양한 도시농업 유형을 분석대상으로 하여 도시농업의 다원적 기능과 자족공간으로서의 도시기능들이 어떻게 상호 연계될 수 있는지 다양한 분석을 시도하고, 전문가 설문조사 및 실증분석도 설문조사 유형이나 조사대상자 표본을 다양화하여 신뢰도 높은 분석결과와 함께 실효성 있는 계획수립 방향으로 추진되어야 할 것으로 생각된다. 본 연구는 개발사업에서 도시농업의 문제점과 도입의 필요성에 대해 다시 한 번 인지하고, 이를 통한 앞으로의 도시농업은 다양한 개발 측면의 융합화를 통해 여건변화에 선제적으로 대응가능한 새로운 형태의 도시농업 스타일을 만들어가게 될 것으로 생각한다. Recently, due to global climate change and COVID-19, the value of urban agricultural activities inside the city has been highlighted.

To improve the quality of domestic urban agriculture in maturity and to secure space for urban agriculture in development projects, this study aims to establish and present spatial improvement directions and standards for urban agricultural activities. The purpose of this study is to propose the improvement direction and planning standard of spatial planning for the planned introduction of urban agricultural activities in urban development projects.

To this end, improvement measures were prepared to introduce urban agriculture, such as utilizing parks and green areas in development projects or securing urban agricultural land, and to promote sustainable urban agriculture by establishing systematic planning standards and operating systems. This study aimed to derive improvement directions for introducing urban agriculture in development projects from the results of legal trend surveys on urban agriculture, domestic and foreign case surveys, and expert surveys on urban agriculture, and to suggest introduction plans and planning standards in terms of space planning.

The significance of this study is that existing studies focused on policy measures to revitalize urban agriculture, but the development project, a self-sufficient urban space that forms the settlement space of urban residents, attempted to derive effective introduction measures in the planning stage to introduce various urban agriculture. However, through the results of this study, several limitations and follow-up tasks can be proposed.

First, it was difficult to faithfully approach detailed implementation guidelines and operation plans suitable for the types and characteristics of development projects because most of them focused on physical spatial planning as an early stage of related research. Detailed contents such as introduction and operation of infrastructure in terms of urban agricultural space planning need further research. Second, this study derived problems and improvement directions for introducing urban agriculture in development projects and established planning standards, and a broader review such as empirical analysis is needed to apply the results of this study during the actual development project.

In addition, it is necessary to additionally review the feasibility and planning standards in order to effectively introduce urban agriculture while taking advantage of the multidisciplinary function. Third, in future studies, various types of urban agriculture, including development projects, should be analyzed to analyze various functions of urban agriculture and how urban functions as self-sufficient spaces, and expert surveys and empirical analyses should be diversified to establish effective plans with reliable analysis results.

This study recognizes the problems of urban agriculture in development projects and the need to introduce them, and through this, urban agriculture will create a new type of urban agricultural style that can proactively respond to changes in conditions through convergence of various development aspects.
