택지개발사업의 산업영향 분석 및 평가에 관한 연구

택지개발사업이 지역경제에 미치는 영향을 분석한다.

The change of a local economy caused by the site development project has a crucial impact on local residents' welfare. However, there have been few studies concerning the impact of the site development project. This thesis attempts to develop a framework that can analyze impacts of a huge site development on a local economy, and to present a policy direction to protect a local economy from the site development project. This thesis consists of three parts. First part is to develop an analytical framework, which is mainly concentrated on the long-term effects of a huge site development project on a local economy.

Here, it is premised that the site development project impacts on external demand change for products produced in the region. With this premise the thesis gauges the cost of dismantling industry, using a regional export multiplier and its loss of regional export resulting from the project. Also, the method to estimate an increase of regional output due to the genesis of commercial and service sectors is presented. This thesis compares the cost of dismantling industries with the regional output increase in order to assess the site development project. In the second part of this thesis, the developed framework is applied to the Hwaseong․Dongtan new town development project in Kyonggi province.

Parameters included in the framework are derived from Pundang and Ilsan new towns. With derived parameters, industrial impacts of Hwaseong․Dongtan new town development project are specifically analyzed. Moreover, various scenarios concerning the scale of industrial park in the new town are suggested and analyzed. Lastly, an industrial impact assessment institutionalization is suggested. This thesis suggests that industrial impact assessment institutionalization should be divided into two stages, preparatory stage and in-depth assessment stage.

It also proposes that the first stage of the assessment institutionalization should be positioned before it designates the formal site in order to prevent the waste of time and cost. To embody the intent of the institutionalization, it is further suggested that the second stage should be implemented before the site development plan is made. 택지개발사업으로 인한 지역 내 산업과 경제 활동의 변화는 지역 주민의 복지수준의 변화와 직결되는 만큼 택지개발사업이 지역의 경제 및 산업에 미치는 영향은 중요하게 다루어져야 한다. 그럼에도 불구하고 택지개발사업이 지역의 산업 및 생산기반 시설에 미치는 영향을 분석한 연구는 없는 실정이기 때문에 대규모 택지개발사업이 지역에 가져올 수 있는 부정적 영향에 대한 정책적 대책도 합리적인 과정을 통해 제시된 바가 없었다고 할 수 있다.

이에 본 논문은 지역 산업의 구조 변화 및 생산기반 해체 측면에서 대규모 택지개발사업을 분석하고 평가하기 위한 분석의 framework을 제시하고, 택지개발 과정에서 나타나는 산업 피해의 최소화를 위한 예방적 차원에서 산업영향평가의 도입 방안에 대해 제시하기 위해 진행되었다. 본 논문은 내용적으로 크게 세 부분으로 구성되어 있다. 먼저 산업영향을 분석․평가하기 위한 framework의 개발하는 부분이다. 산업영향의 분석․평가 모형은 택지개발사업의 효과 중 지역 경제에 지속적으로 영향을 주는 장기 효과를 중심으로 설정되었다. 여기서는 택지개발사업을 지역에서 생산하는 제품에 대한 외부 수요의 변화로 전제하고 수출기반모형의 수출 승수를 이용하여 제조업의 지역 외부로의 이전에 대한 생산기반 해체 비용을 측정하는 모형을 설정하였다. 그리고 상업 및 서비스 시설의 면적 및 계획 인구를 이용하여 지역 내 창출되는 수요를 측정하는 모형을 제시하였다. 그리고 모형을 통해 계산된 생산기반 해체 비용과 지역내 창출되는 수요로 인한 생산량 증가를 비교함으로써 택지개발사업의 산업 영향을 평가할 수 있음도 제시하였다. 다음으로는 개발된 분석 모형 및 분석의 framework을 실제 개발사업에 적용하는 부분이다. 본 연구에서는 2001년 초에 개발 계획이 발표된 화성․동탄 신도시 개발을 사례 대상으로 선정하여 분석을 실시하였다.

산업영향의 분석에 앞서 bench-marking을 통해 모형에 포함되는 파라메타 값들을 도출하고 도출된 파라메타의 값을 이용하여 화성 신도시 개발의 산업영향을 구체적으로 분석하였다. 분석에서는 화성 신도시 개발에 따른 지역의 생산기반 해체 비용 및 상업 및 서비스 산업의 수요 증가를 측정하였다. 그리고 산업 단지의 규모에 대한 시나리오를 설정하여 각 시나리오별로 산업 영향을 제시하였다. 다음으로 산업영향평가의 도입 방안에 관해 제시하였다. 먼저 산업영향평가의 실효성을 높이기 위해서 산업영향평가의 실시는 예비 영향평가와 심층 영향평가의 두 단계 절차로 나누어서 실시되어야 함을 제시하였다. 즉, 시간과 비용의 낭비를 막기 위해 1단계 평가는 개발사업의 지구가 지정되기 이전에 실시되어야 함을 제안하였다. 그리고 개발사업의 산업 피해 최소화라는 산업영향평가의 취지를 구현할 수 있도록 하기 위해, 택지개발사업에 대한 산업영향평가의 실시 시기는 기본적으로 개발사업의 계획이 확정되기 이전이 되어야 함을 제시하였다.
