Since the IMF bailout program in 1998, the Korean economy has suffered from a severe recession, while nation's financial industry has been extremely restructured, and as a result, the financial conditions of companies have worsened. In particular, the financial conditions of the construction companies have deteriorated more than other industries, partly because they are very sensitive to economic conditions and government policies, and partly because their debt ratio and business risk is deemed higher than other industries.
If construction companies should continue to suffer from poor financing, their investments and expenditures would diminish more only to worsen the economic recession through a vicious cycle of economy. In order to surmount such problems of construction financing, various efforts have been exerted to introduce such financing techniques different from the conventional ones as project financing, ABS, MBS and REITs. However, these new financing systems have posed many problems in their operations, while few effective solutions have been suggested.
Such problems seem to be attributable to the fact that people are less aware of the importance of construction financing for its activation, while the fundamental causes for constrained construction financing have yet to be clearly determined. Fortunately, however, the financial structure of domestic construction companies seems to have improved considerably owing to their efforts and restructuring compared with the poor conditions during the IMF bailout program. Moreover, demands and needs for construction financing seem to be increasing due to reformed construction policies and companies' efforts for diversification of their businesses.
Under such circumstances, this study was aimed at address the problems of construction financing and suggesting some comprehensive and systematic solutions in consideration of the changed financial environment. In the first chapter, background, need, purpose, scope and methods of study are introduced. Specifically, functions of construction financing are reviewed for an effective linkage among construction companies, financial institutions and government and thereby, the methods to reinforce the functions are discussed. In particular, such new alternatives for the conventional direct/indirect financing as project financing, ABS, MBS and REITs are examined comprehensively.
In the second chapter, definition, structure and attributes of construction financing are reviewed to highlight the importance of construction financing. Financing may be divided into industrial, consumption and other categories. Construction financing may be defined as 'a part of the industrial financing designed to finance the activities of construction industry, operate the fund for it and determine the costs thereof'. For a smooth construction financing, it is required of relevant actors or government, construction companies and financial institutions to interact with each other smoothly, while each actor conflicts with each other for their own interests.
In this chapter, behaviors and characteristics of each actor are discussed. In the third chapter, origins and relevant systems of construction financing are reviewed to understand the changes of construction financing and its environment. In the fourth chapter, concepts, backgrounds and conditions of such new financing methods different from the conventional ones as ABS, MBS, project financing and REITs are reviewed in terms of construction financing.
In the fifth chapter, conditions of construction financing are surveyed to review the direct financing including issuance of stocks and debentures and the indirect financing including loans and mutual funds in order to find the ways to help improve the financial structure of construction companies. In the sixth chapter, structural problems of construction financing and the new financing method or real estate financing are analyzed to address their problems. In the seventh chapter, some structural and institutional reform measures for activat
