일본의 지적조사에 대한 연구

일본 지적조사의 지연 원인과 개선 시사점을 분석했다.

본 연구의 목적은 현대 일본의 지적조사 문제점과 그 원인을 밝히고, 향후 우리나라 지적재조사사업 계획추진 시 참고가 될 시사점을 제시하는데 있다. 연구의 범위는 1867년 메이지 시대부터 2011년 현재까지 일본의 지적에 한정하였다. 연구 자료는 문헌조사방법과 인터넷 조사를 병행하였고, 분석방법은 비교론적 서술방법을 활용하였다. 연구 결과를 요약하면 다음과 같다. 첫째, 일본 지적조사 문제점은, 전국적 특히 도시부에 있어서 지적조사의 지연에 있었다. 전국적인 지적조사의 지연 원인으로서는 ① 시구정촌(市?町村)의 지적 조사 실시자인 직원의 부족, ② 재정적 문제, ③ 시구정촌의 발의에 의한 사업 개시의 3가지를 밝혔다. 그리고 도시부에 있어서 지적조사의 지연 원인은 ① 도시부 지가의 고등(高騰), ② 토지소유자 입회 곤란성에 있음도 밝혔다. 둘째, 일본 지적조사 제2의 문제점은, 메이지(明治)시대에 작성된 토지대장에 의한 지도(지적도)가 현재에도 계속 사용되고 있다는 점이었다. 그 원인은 메이지 시대의 ① 토지측량기술의 부정확 문제, ② 토지측량의 근본적인 원인의 역사적 요인에 있음도 밝혔다.

The Purpose of this research is to define not only the controversial issues of cadastral survey of modern Japan but also to bring forth the reference to cadastral resurvey that might be placed in Korea in future. The scope of research is limited from 1876 in Meiji Era to present Japan. The reference for this research was brought from web files and other references. The method of analysis followed the comparative study. The summary of the research is as followed. The first controversial issue to be brought forth in cadastral survey in Japan is in delay in survey near the city. The causes of delay are ① Deficit of workers who take care of the survey. ② Financial difficulties.

③ Three factors from ShiㆍGUㆍJeongㆍChon started cadastral survey at suggestion of oneself. Also, the causes of delay in urban area are ① The high price of urban area ② The private property issue. Second controversial issue is that the land registration made in Meiji era is currently used in Japan. It brings many controversy issues. The first is not only technical problem to measure land survey in Meiji era but also inaccuracy of registration. The second is the historical issue not for accurate land registration.
