지적재조사사업 조정금 제도의 쟁점과 개선방안을 검토했다.

This study has the purpose of seeking improvement measures for issues regarding liquidation money system for cadastral resurvey project. Therefore, as liquidation money is an important matter that affects the success and failure of the cadastral resurvey project, major issues and improvement measures were discussed from four types of perspectives. First, for issue regarding calculation standard, existing law states selection of individual officially announced land price and appraisal but calculation of liquidation money using individual officially announced land price differing with real transaction price shall preferentially apply appraisal as it violates private property rights.

Second, appraisal of liquidation money is currently performed through appraisal by single professional but as cadastral resurvey project is a project with strong public benefit, appraisal by multiple professionals has to be compulsory by law. Third, provisions regarding disobedience system to liquidation money are insufficient and there is a need to adopt measures to perform appraisal regarding objections and stipulate objections as consideration and decision matters by the CityㆍProvince Cadastral Resurvey Committee or Central Cadastral Resurvey Committee.

Fourth, Boundary Demarcation Committee and CityㆍCountyㆍDistrict Cadastral Resurvey Committee classified and managed from project execution stage shall be integrated for management with internal stability.
