도시정비사업에서 공공의 역할 강화요인의 중요도 평가

도시정비사업에서 공공 역할을 강화할 요인과 우선순위를 평가했다.

본 연구는 최근 용산참사 사건 이후 도시정비사업 과정에서 발생하는 문제점과 갈등의 개선을 위해 사회적ㆍ제도적으로 공공의 책임 및 역할이 강조되고 있는 시점에서 향후 도시정비사업에 있어 공공부문의 역할을 강화하기 위한 방법과 우선적으로 개선할 부분에 대해 논의하였다. 연구방법은 크게 문헌조사와 전문가 브레인스토밍(brainstorming)과정 및 네트워크 분석적 의사결정(ANP)을 통해 이루어졌다. 연구결과, 향후 도시정비사업에서 공공의 역할을 강화하기 위해서는 사업의 공공성 확보 및 사업관리와 관련된 역할이 강화되어야 할 필요가 있는 것으로 나타났다. 세부적으로는 사업의 조정자(coordinator) 역할 강화, 사업성이 낮은 지역을 정비대상으로 강화, 표준 업무지침 및 가이드라인의 마련, 블록단위 정비추진, 지속적 운영관리, 세입자 대책강화, 초기 공공자금 투자 순으로 역할 강화방안의 중요도가 평가되었다. Recently, the responsibility and role of public sector are being emphasized to resolve the problems and conflicts, which were occurred in the Urban Redevelopment Project of Yongsan.

This paper studied about the methods to intensify the role of public sector and improve the process of Urban Redevelopment Projects. The research methods consist of review of existing studies, brainstorming of experts and Analytic Network Process(ANP). The results show that the role of public sector concerning project management and public contribution must be strengthened in the Urban Redevelopment Projects.

More specifically, the followings are suggested: reinforcement of public sector’s role as project coordinator, better management of projects with low economic feasibility, standardized guidelines and process, small unit redevelopment, consistent management of projects, better support for tenants, and the investment of public capitals in the early stage.
