다차원 토지관리를 통한 사회적 가치 실현 방안을 연구한다.
초록
Changes are taking place more quickly and broadly in the overall economy and society with the rapidly changing trend of the times, such as the development of breakthrough technologies, the emergence of hyper-connected and super-intelligent societies, and high economic growth. However, while achieving high economic growth in Korean society, the 2018 Better Life Index survey released by the Organization for Economic Development and Cooperation (OECD) ranked 30th out of 40 countries, low in the happiness measurement index of people's lives.
In addition, social values are being treated more importantly to solve social problems such as resolving regional imbalances and polarization, strengthen public safety, and improve publicity from the imbalance of quality of life compared to the level of economic growth. In order to solve these problems, interest in social values is increasing both domestically and internationally, and the government also presents social values as an important criterion for state administration. Although these needs and importance are increasing, it is urgent to lay the foundation for overall awareness, lack of consensus, and institutionalization, and research in various fields is insufficient.
In addition, although people's interest in land and real estate is increasing rapidly due to economic development, urban concentration, and anxiety, land management is currently dominated by flat management rather than spatiotemporal management, and registration elements need to be changed so that they can be registered and used by history and space. The need for multidimensional land management to provide sustainable land management and better services to the people is emerging.
If so, it can raise questions about how social values change according to changes in land management in the hyperconnected and superintelligent era, the current status of social values for providing services related to land management, and what social values are created in the future. The purpose of this study is to review the current status of social values according to changes in land management by dimension by social value characteristics and factors, and to present ways to revitalize social value creation by multidimensional land management through linkage analysis.
In order to achieve the purpose of the study, the target scope was set by the government, related public institutions, and the Korea Land Information Corporation, and the conceptual scope of social value was limited to 13 components, publicity, public interest, and community. The survey results were verified through research analysis, and an empirical analysis is conducted focusing on the actual status of social values according to changes in land management by designing an analysis framework based on previous research reviews.
The theoretical foundation was established through literature research, and correlation analysis was performed to analyze the relationship between variables by analysis method, and reliability test, a method to verify the degree to which consistent results are calculated when measuring with similar measurement tools for a regression analysis was performed. The DEMATEL method was used for linkage structure analysis.
The survey subjects were conducted for 30 days from June 17 to July 16, 2020, targeting local governments, related public institutions, and the Korea Land Information Corporation, and the DEMATEL Act surveyed working-level officials closely related to land management and social values. For research analysis, data from the entire process were analyzed using SPSS 24 for PCs, a social science statistics package.
In addition, for each measurement variable, internal consistency was matched using Cronbach's Alpha coefficient, and it was analyzed that win-win cooperation, revitalization of the local economy, social integration, and guarantee of labor rights were highly related through correlation analysis. As a regression analysis, it was analyzed that public participation, social integration, and revitalization of the local economy affect dependent variables. In the DEMATEL Act, it was analyzed that labor rights guarantees, win-win cooperation, job creation, and social integration were highly related.
Based on these analysis results, current status, and limitations, a plan to revitalize the realization of social values of multidimensional land management was proposed. First, it is necessary to establish a management system of respect for human rights, preserve a sustainable environment using capabilities, and establish labor rights centered on people, and promote continuous projects to fulfill sustainable social responsibilities.
Second, it is necessary to create jobs by expanding digital spaces, lay the foundation for local residents' participation by revitalizing balanced urban regeneration projects, create cooperation-based regional innovation projects, and improve reliability of ethical responsibility. Third, it is necessary to establish good governance of national land management and multidimensional land management to promote public benefits, expand participation through public participatory policy services, and establish standards for value judgment of win-win cooperation.
Fourth, it is necessary to internalize the social values of the organization to change the perception of social values, create a safe national territory environment, expand non-face-to-face service infrastructure, and strive to develop into a future society through intelligent informatization of land management.
