초록
Recently, many advocates of the academia and the government strongly urge that we need to build more new towns in Seoul Metropolitan Region. This paper argues against that and explains why that is inappropriate and wrong. The advocates suggest that new town developments would provide more housing to meet the rapidly increasing housing demand in the metropolitan region. Among other things, however, the demand forecasting those advocates base their argument for new developments is, in fact, unreliable.
Furthermore, the cities in the metropolitan region have reserved enough land for new housing developments in their master plans and these master plans have been examined through the whole planning process from the initiating stage of planning to the last stage of officialization. Those lands have the capacity to house three millions population. The other reason is the concern that new developments might trigger another hectic rounds of population concentration into Seoul Metropolitan Region. Therefore, more new towns means further solidification of Seoul Metropolitan Region's dominance over the surrounding regions. The proposals of this paper are; 1.
The land subdivision which has a intimate relationship with the regional communities should be used as a main tool for the urban developments1. 2. It is necessary to reinforce the manpower of planning authorities. 3. The Grand Regional Plan should be made with a close connection with the land use and infrastructure systems in Seoul Metropolitan Region .
