주거환경정비사업 추진과정에서의 사업지연요인의 구조화 분석

주거환경정비사업 추진 지연요인과 요인 간 영향관계를 분석했다.

본 연구의 목적은 주거환경정비사업의 추진과정에서 나타나는 사업지연의 요인을 도출하고, 이 요인들간의 영향관계를 구조적으로 파악하여 주거환경정비사업을 원활하게 진행하기 위한 기초자료를 제공하는데 있다. 이를 위해 연구의 내용적 범위를 주거환경정비사업에서 주거환경개선사업, 주택재개발사업, 주택재건축사업으로 한정하였다. 연구방법은 문헌조사(선행연구, 판례, 신문기사)를 통한 내용분석(content analysis)과 주거환경정비사업에 대해 충분히 이해하고 있는 공무원과 자문교수들을 대상으로 DEMATEL방법으로 분석하였다. 분석결과, 목포시 주거환경정비사업의 추진과정에서 발생하는 지연요인들의 중심적인 구조모델은 ‘사업추진위원회(조합)의 비전문성’과 ‘조합운영의 불투명성’이 원인이 되어 ‘이해관계자 간의 갈등’이 초래하는 것으로 나타났다. 또한 ‘이해관계자 간의 갈등’의 문제는 ‘시행지구의 토지매입과정에서의 잡음’과 ‘주민들이 사업에 대한 이해 부족’의 문제와 상호 강한 영향관계가 있는 것으로 나타났다. 마지막으로 이러한 구조모델을 바탕으로 계획적인 주거환경정비사업의 전개방향을 제시하였다.

The purpose of this study is to suggest basic data to perform Residential Environment Improvement Projects efficiently after drawing the factors that make the project delayed in the process of Residential Environment Improvement Projects and reviewing the relations among the factors structurally. To achieve the research objective, the research range was limited to Residential Environment Maintenance Projects, Housing Redevelopment Projects, and Housing Reconstruction Projects in Residential Environment Improvement Projects.

Both content analysis through literature review such as advanced research, precedent, and newspaper and DEMATEL method that was applied to public servants and advisory professors who fully comprehend Residential Environment Improvement Projects were used as research method. As the result of the analysis, the structural model, based on local factors occurring in the process of Residential Environment Improvement Projects in Mokpo, caused the conflicts among stakeholders because of unprofessionalism of committee(union) and opacity of union management.

In addition, the conflicts among stakeholders were closely connected with noise in the process of land purchase of the areas and lack of understanding of people about the projects. Last but not least, the desirable directions of designed Residential Environment Maintenance Projects were suggested based on this structural model.
