지적재조사사업의 사회경제적 타당성 제고에 관한 연구

지적재조사사업의 사회경제적 타당성과 고용창출 방안을 검토했다.

본 연구는 국토해양부(2009) 연구보고서에서 추정된, 소요예산 및 사업수행 기간 등을 참고할 때, 사회구성원들의 지지 및 정부부처의 협력과 이해가 수반되어야만 하는 국책사업임을 고려하여 지적재조사사업의 타당성 제고와 관련한 방안을 제시해보았다. 특히, 지적재조사사업을 통한 고용창출 효과 즉, 사회경제적 측면에서 지적측량업의 사회적기업 설립을 통한 고용창출 효과 및 사회구성원들의 지적재조사사업에 대한 공감대 형성 및 지지, 그리고 관계부처의 협력을 유도하기 위한 방안을 제시하였다. 세부적으로는 지적재조사사업 및 사회적기업에 대한 개념을 정립하였다. 특히 지적재조사사업의 경제적타당성(고용창출)에 관한 보고서 내용을 검토하고, 지적측량업의 사회적기업 설립가능성 및 지적재조사사업에의 참여에 따른 효과 등을 중심으로 검토하였다.

This study aims to present improvement plans for cadastral renovation project, in consideration of the fact that this project should be based on support of community members and accompanied by cooperation and understanding of government departments, with reference to budgets and business operation period in a report by Land, Transport and Maritime Affairs (2009).

We suggested methods, in particular, for job creation through cadastral renovation project in other words, in terms of social and economic development, job creation through social enterprises in the cadastral survey industry, social consensus formed and supported by the members of the public, and cooperation of relevant government ministries. Technically, we established basic concept of cadastral renovation project and social enterprise.

In particular, we reviewed the contents of a report on the economic feasibility (job creation) of cadastral renovation project, based on the possibility of establishing a social enterprise in the cadastral survey industry and the effect of participation in cadastral renovation project.
