학교용지 확보를 위한 재원확보 개선방안 : 「학교용지 확보등에 관한 특례법」의 경기도 사례를 중심으로

학교용지 확보를 위한 재원 조달 및 비용 분담 개선을 연구했다.

"Act on special cases concerning acquirement of school site" has been made to make it easy to secure school sites and, if it is not possible to secure the school site, make it easy to extend the existing school located nearby, by providing special exceptions on sharing expenses, etc. in relation to the formation, development and supply of school sites for public school in 1995. Nevertheless, recently the demands for school establishments are increasing rapidly due to new comers to urbanizing areas and a lot of housing developments. It would increase the inequality of school facility service and bring pressure on the local education finance.

The purpose of this research is to find the problems relating to the burdens of the payment and the assurance of the school land in relations to the special law with the case from Gyeonggi Province. And to present the improvement of financial resources for securing school site. In this study reviews the problems of the law and exaction system at present, and then explores the development impact fees and school impact fees, which is defined as a monetary exaction charged by a local government agency to an applicant in connection with approval of develop project for the purpose of defraying a portion of the cost of school facilities related to the development project.

The issues are who should pay for the new school construction and educational finance can afford increasing new school construction driven by the new housing developments. Gyeonggi Province and other local governments are experiencing difficulties in funding the necessary public school buildings due to the limited financial capacity. To solve this problem, we needs fare rule for finance burden among the responsible units such as central government, local government, developer.

We should make our effort to secure the educational finance through various methods including grant of local educational finance, increased charge of cities and provinces, supporting fund of local government, and security of the funds through private finance initiative etc. School site and school facilities to be secured properly in a timely manner all walks of life interest and state and local governments and social perceptions of the active switching system improvement is essential.
