군단위 지자체 GIS 구축 전략에 관한 연구 : 하동군 사례를 중심으로

하동군 사례를 통해 군 단위 지자체의 GIS 구축 전략을 연구했다.

To respond to the 21st knowledge and information based society's computerization of land information for the quick and accurate response to complex and various civil applications, effective operation of national administrative information business and the comprehensive management of attribute and spatial information of land, the establishment of GIS are urgently required. With regards to this requirement of the time, this study aims to analyze the current status of GIS establishment which is promoted respectively by each department of central government and local governments, and propose the establishment plans of the effective GIS focused on county government.

First, as a county's base map to use for the decision making of various land relevant policies, the reflection of new measurability for the cadastral re-search and the use of PBLIS data, which update the land change information in real time should be considered. Second, as a utilization method for PBLIS data, this study proposes the edition of the continuous cadastral map by the graphic cadastral method and local cadastral survey using existing PBLIS data established to solve the disagreement problem occurred from map scale difference.

Thus, it can be expected the improvement of public confidence, security of consistent cadastral measurability and the budget saving effect with the prevention of duplicate investment when data that are established by utilizing existing computerized cadastral map data. In addition, to improve the reliability of cadastral data, it is required to continue the consolidating business of cadastral data like consolidation of the cadastral map disagreeing site etc.

Thirdly, in the respect of the active promotion of various GIS business and the experting and improvement of the effectiveness, the local governments should actively secure GIS experts and provide opportunities to have GIS education through extension and reorganization of the organization and division of work. Forth, cadastral information is necessary information in the various land related working system that to related current cadastral work to the future NGIS business, it is required for digital map and PBLIS data to be relevantly utilized when produce base map.
