Korea’s publicly supplied for-sale housing has a structural limitation in that the benefits of public support are largely captured by initial purchasers and are not preserved for subsequent buyers. This study examines resale price restrictions as a mechanism for preserving the benefits of public support over time and proposes a sustainable affordable homeownership model to improve housing affordability.
Based on a review of previous studies and domestic and international affordable homeownership programs, three methods for determining resale prices are developed: (1) a consumer price index-linked method, (2) a supply-price discount rate-linked method, and (3) a capped supply-price discount rate-linked method. These methods are applied to publicly supplied for-sale housing in the Misa District of Hanam and the Homaesil District of Suwon, and their effects on housing affordability are comparatively evaluated using the price-to-income ratio (PIR) and housing affordability index (HAI).
The results show that maintaining housing affordability requires not only the provision of public housing at prices below market levels but also appropriately designed income eligibility criteria. The findings further indicate that resale price restrictions can help preserve affordability for subsequent buyers by limiting the extent to which publicly supported price benefits are capitalized as private gains upon resale. However, the long-term sustainability of affordable homeownership requires not only resale price restrictions but also institutional arrangements for ongoing management, monitoring, and stewardship.
Accordingly, more restrictive resale conditions should be introduced gradually, initially targeting selected housing programs and eligible households, while establishing an institutional framework for their long-term management.
