기반시설부담금제에 따른 제2종지구단위계획에서의 사업성에 관한 연구

기반시설부담금제가 제2종 지구단위계획 사업성에 미치는 영향을 분석했다.

The national government has tried to protect the urban sprawl and environment damage in the name of Second District Unit Plan which is effective in the year of 2003. It would apply to the land where high development density, development size and installing necessary infrastructure are required. Under Infrastructure Bearing Zone system, the burden of infrastructure cost would be very heavy to the developers compared to the benefit of development. But the Infrastructure Linkage Fees System, which was introduced in the revised urban planning law in 2006. reduces the burden of infrastructure cost. Thus the changes were occurred in the feasibility of the Second District Unit Plan District.

The purpose of this study is to analyze the cost and benefit of development of the Second District Unit Plan District. According to introduction of Infrastructure Linkage Fees system, this research has selected several site where urban sprawl and environment damage would be occurred potentially by the residential and industrial site. As a result of this study based on cost and benefit analysis, three issues of improvement were be reached : First, Second District Unit Plan needs to provide different incentives for separated type based on the quality and quantity of infrastructure in the site.

Second, It is necessary to prevent unplanned development activities by subdividing to apply Plan Management Area. Finally, It is required that the application of the Infrastructure Linkage Fees System in accordance with non built up area.
