우리나라 해양공간관리 체계 정립에 관한 연구 : 해양지적제도 도입을 중심으로

해양공간관리 체계를 정립하고 해양지적제도 도입 방안을 연구했다.

2000년대 이후 국제사회는 해양자원 및 공간에 대한 이용개발 잠재력과 다양한 부가가치 창출 가능성에 주목하고 있다. 우리나라는 3면이 바다로 둘러싸여 있는 해양국가로 이러한 환경적 요인에 의하여 어업, 휴양, 천연자원, 운송로 등 여러 가지 형태로 잠재력을 보유하고 있다. 이렇듯 해양은 사회·문화·경제적인 면에서 중요도와 가치가 대단히 높아져가고 있음에도 불구하고, 우리나라에서는 전문적이고 체계적인 해양공간관리 제도가 존재하지 않고 생소한 개념으로 취급받는 실정이다. 해양공간관리는 체계적인 관리체계 미비로 개발·관리에 있어 효율성이 떨어지고 지방자치단체 마다 각기 다른 경계설정방식 때문에 각종 경계 분쟁이 속출하며, 관리와 책임의 기준이 모호하기 때문에 해양환경 악화, 어장 환경훼손 등 각종 사회적인 문제가 심각한 실정이다. 따라서 본 연구는 해양공간관리의 개념 정립과 제도 도입의 필요성을 바탕으로 우리나라 해양공간관리 체계를 정립하고 해양공간관리의 방안으로 해양지적 도입을 논의 하는데 목적이 있다. 이러한 목적을 달성하기 위하여 해양공간관리의 개념·범위·구성요소 등을 검토하고, 해양공간관리 제도를 성공적으로 운영하고 있는 외국의 사례와 비교·분석하여 우리나라의 환경에 적합한 해양공간관리 제도 도입에 대해 중점적으로 연구를 하였다.

Since 2000's, international society has focused on utility potential and a possibility to create a variety of values-added to marine resources and ocean space. Korea has such potential in various forms such as fishery, rest, natural resources, and route according to the environmental factor which Korea is a maritime state surrounded by oceans. Like this, though the ocean is recognized as being important and having higher value in social, cultural, and economic aspects, it is actually recognized as a strange concept in Korea without professional and systematic marine spatial management system.

Marine spatial management system is less efficient in development and management without equipping systematic management system and has serious social problems such as deterioration of marine environment and damage of fishery environment because various boundary disputes are caused due to different boundary settings for each local autonomous entity and the criteria of management and responsibility is vague.

Therefore, the purposes of this study is to establish marine spatial management system in Korea based on the needs of establishing the concept of marine spatial management and of introducing the system and to discuss the introduction of marine cadastre as a plan of marine spatial management. To achieve such purposes, we are to review concept, range, components of marine spatial management, to compare, analyze the foreign cases successfully operating such system, and to study by focusing to the introduction of marine spatial management system suitable to Korean environments.
