초록
This study is about the current situation of Korean single-family, detached in the time of saturation, high-rise multi-residential units in Korea. First, a general definition of housing will be discussed, and then it will be compared with the US classification of housing following the unsatisfactory current housing situation and compared with the unsatisfied factors of Japanese homes. Next, the history of the Korean version of single-family detached development will be discussed and also how this type of development was started in Korea.
The last issue this thesis will cover will be the existing problems in permit procedures and development problems caused by using the actual development example followed by the U.S. development concept, and conclusively suggesting better ideas to policy-makers and single-family detached home developers for the future Korean housing market. This thesis will encompass the time boundary from 1984 to May of 2001within the geological boundary of the Seoul metropolitan area, and refer to Japanese, English, and American residential development as a foreign case study.
Korea has a 93.3% housing supply ratio and 53.3% of the ratio of housing is owned, the number houses per 1000 population and the floor area per single person is far lower than the average of developed countries such as Japan, England, and the USA. 30.2% of Korean housing owners show unsatisfaction in the traffic conditions, parking facilities, amenities, pollution, and environment according to the survey of living conditions performed in 1997.However, Japan indicates that their most unsatisfied areas are the storage area and environment of their living areas. In Korea, the meaning of suburban residential development includes only secondary housing.
In this thesis is included not only the meaning of secondary housing, but also that of primary housing. In this definition, single attached and multi-family housing such as town houses, patio houses, and terrace houses are included in the new definition of suburban development. The market study for those currently living in high-rise residential units indicate that 73.3% of 1,525 households have the strong intention to move out to suburban residential developments. However, they mostly worry about inconvenient traffic conditions, lack of commercial facilities, and security problems.
The most ideal distance to commute between work and home is less than one hour in driving time by car, and the most desired place for their suburban home is the South and South-East area of Kyong-gi province. The largest reason to want a single detached house is natural environment, and they prefer to build wooden houses the size of 64.4 pyung with an average of two full bathrooms. In this study, Namyang Gated Community is introduced in order to understand development problems, market reaction, and feedback; in conclusion there are some suggestions. Namyang Gated Community is located at 1007- 10 Namyang Dong in the City of Hwasung, Kyong-gi Province Korea.
The total size of the land is15,226 pyung, and total number of housing units to be built is approximately100. It is being developed as a gated community in which private guards will be provided. A tennis court, golf practice area, park, and community center are included as amenities. Sale of the first phase was launched in April of 2000,and was sold out. The second phase, which delivers 14 lots, began in April of2001 and so far has sold four lots. Residents have moved into their new homes and so far 10 houses have been built and another four homes are now in the process of being constructed.
Based on surveys and data, the trend of residential development is towards single detached housing, away from high-rise condominiums. Current Korean land use law permits only small projects under 20 homes. The for this is pollution in the water table because of less restricted regulation of septic cleaning systems. This type of small project cannot solve the existing unsatisfied factors such as lack of commercial centers and security problems. However, the unsatisfied factors can be solved if the government tries to approve large projects like planned unit communities.
One of the main reasons that this particular project has the customer age of early thirty and late fifty is the school system. In Korea, admission to a good university is very important and it is the importance of this goal for the Korean family that is the reason for this age range. A small project cannot fulfill this goal because the existing school system is poor as country towns usually have poor school systems. However, It can be improved if a larger project is big enough to warrant build- a new and better school system. The Korean residential trend has started to change and is still changing now.
If government regulation is not changed to accept this new fashion, then it will cause a most difficult situation in the Korean living pattern. The reason for this potential problem is that family is one of the most important things in people's lives. Korean people are willing to drive further if they can find a better condition of living for their family. In the United States, the master planned community concept has been a solution of this type of need and has been instituted very successfully. It brings new comfort and stability for families.
