비도시지역 산업형 지구단위계획제도 개선방안 연구

비도시지역 산업형 지구단위계획의 운영 현황과 제도 개선방안을 연구했다.

본 연구는 비도시지역 산업형 지구단위계획의 안정적인 제도 정착에 연구의 초점을 두고 제도에 대한 정책적 함의를 찾고자 하는 것이 목적이며, 연구의 범위는 비도시지역 산업형 지구단위계획 구역에 한정하였다. 연구의 결과, 토지이용계획 분야에서는 지구단위계획구역의 정형화로 토지의 효율적 이용을 기대 하였으며, 지구단위계획 운영제도의 간소화를 통하여 효율적인 산업기능이 이루어질 수 있도록 제도 개선이 필요하며, 또한, 수립지침에서 지구단위계획 제한 사항도 비도시지역 지구단위계획 유형에 따라 산업형의 경우는 변경제한 제도가 탄력적으로 적용되어 산업생산 활동이 보다 신속하고 원활히 이루어지도록 기여한다. This study is based on the stable system of the industrial district unit plan in non-urban area to settle down. The purpose of the study is to find the policy implication of the system. The area which is related the industrial district unit plan in non-urban area were mainly focused. The results are followings.

In terms of land-use plan, effective use of land through standardization of the area of the district unit plan is expected. and institutional improvement is needed for effective industrial functions by simplified operating system of the district unit plan. Besides, even when changes in the district unit plan take place, those should be flexibly applied for smooth industrial activities for industrial use by the district unit plan in non-urban area.
