土地移動測量 檢査에 관한 地籍測量서비스 改善方案 硏究

토지이동 측량검사 제도와 지적측량서비스 개선방안을 연구했다.

지금까지 지적측량에 대한 제도를 분석하고 개선을 하기 위한 연구는 진행된 사례가 극히 드물기 때문에 지적업무의 중요성을 재인식하고 정체성을 확립하기 위해 필요한 시기가 되었다. 한정된 토지이용의 극대화와 지적정보의 고도화를 추구하기 위해 지적측량업무 수행의 신속함과 체계화가 사회전반에서 절대적으로 요구되는 현실에서 지적측량검사제도에 대한 근거를 바탕으로 역사적 접근방법을 사용하였다. 즉, 시대의 배경 및 흐름 속에서 지적측량검사제도의 태동, 변화되었는가를 파악하여 새로운 발전 모형을 수립하고자 지적측량검사제도의 실태와 문제점에 따른 객관적인 자료를 확보하여 참고하고자 하였다. 이를 위해 법에서 규정하고 있는 검사의 범위와 검사가 이루어지는 현황을 조사하고 설문을 통해 지적측량수행자와 지적측량검사를 담당하는 공무원들을 상대로 실증적인 의견을 조사하여 분석함으로써 그 동안 검사제도에 대한 문제점을 파악하여 발전방향을 제시하고자 한다. 연구내용의 분석방법은 통계적 분석방법을 통해 기술적(記述的)방법으로 지적측량검사제도의 문제점 도출하여 우리나라의 지적측량검사제도의 개념과 연혁, 문제점 등을 감안하여 실질적인 지적측량검사행정이 이루어질 수 있는 방향을 제시하고자 한다

발전방향은 감리제도와 소관청에 의한 전담검사, 지적측량수행자에 의한 자체검사, 소관청과 지적측량수행자의 동시검사제도 등의 장단점을 상호 비교함으로써 현실적으로 가능한 범위의 검사제도에 대한 방향을 제시하였다. The main objective of this study is to suggest a substantial inspection administration of a cadastral survey in consideration of the concept, history, and problems of Korean cadastral survey inspection system, To accomplish the main objective, the study was performed two methods. Frist, the inspection scope on the cadastral law and the current status of the cadastral survey inspection system ware investigated.

Second, the questionnaire data collection method was carried out about analysis of the problems on current inspection system to cadastral surveyor and officials in charge of cadastral survey inspection to indicate the improvement of a cadastral administration process. The analysis section includes following parts such as the supervision system. dedicated-inspection system by governments, self-inspection system by cadastral surveyor, and simultaneous inspection system by the government and cadastral surveyor to indicate improvement of the realistically possible scope for the cadastral inspection system in comparison advantages with disadvantages for above analysis sections.
