It is time that we needed the improvement of the Cadastral Law, the basic data of Land, to use, develop, and reserve the Land synthetically for people's Welfare and the balanced development. But because of Cadastral unconformity, we are facing the increasing boundary problems and public complaints of the pubic distrust towards the Codastral Law. Therefore in this repont. I want to show the improned direction of the Cadastral Law, cecognizing our country's present situtions through comparing with the foreign Cadastral Law and andysing the actual Canditions.

A record of the Land registration is the record which is supposed to keep all the details about the Land in the Government and appointed instate. The main function of a Land register is to make the Cocation, forms, kinds, owner's rights and the cimitation of the Real Right clear and then to announce these things publicly. In Korea, we have improved the Land Lass to get taxes which the government needs. But todays it was changed into the various Land Administoation such as public announcement of Land ownership, understanding an simple static Land quanity dynamce development and efficient use of Land and preversation.

As our societies become more and more complex like this, we recognized the Cadastral executive organization because of increasing the need of Land informations. There are some differences among Countries. But the Cadastral executive organization establishes an Complete organization operation system which has provincial organization all over the country under the central government, and serves executive services for the people through the Cadastral Law. In our country, we have and executive Korea Cadastral Cooperation and it carries out all tasks of the Cadastration.

Since we established the modern Cadastral Law in 1910, we prasticed it in an government office in an early, but was impossible to manage all the tosks concerning the Cadastration qualities such as increasing works, and demanding the unity and uniformity of it, So we needed the new monement of an trustworthy excutive organization. Since we founded CHOSUN cadastral association accorcling to an article 34 of CHOSUN MINSA REANG in Jan. 17. 1938. we had an rapid progress till we changed it into the Cadastral Cooperation. But this Cooperation carries out all the tasks which have various problems like high financial depending on the commision, and the waste of personnel expenses.

In addition to that the seperation of the Land's public announcement function brings double burden on the people and the waste of the government budget. So we have to unify the seperate functions rapidly for the people's executive services. In this seperation problems the works are much more difficult because of obtaining the rights for using the Land. As we are confronting the problems such as the increase of popular complaints request for improvement of the Cadastration Law, and the distrust to ward the Cadastration survey, we must invesgate the Cadastral Law again thorgh we face the budget problems.

To reconer the trust of the Cadastral execution and to gain the public trust of the Cadastration of the national unique tasks, we have to cope with security and he use of national property rights actively.
