지방정부의 재정비촉진사업에 대한 거주민 의식조사 및 정책적 함의

인천 재정비촉진사업의 주민 의식과 사업 추진상의 문제를 조사했다.

본 연구는 인천시의 재정비촉진사업을 대상으로 도시재생사업의 활성화를 위한 주민의식조사를 실시하여 거주 만족도 및 재정비 사업의 추진 상황에 대한 전반적인 현황을 파악해본다. 또한 재정비 사업이 원활하게 추진되지 못하고 있는 원인을 조사하고 향후 재정비 사업의 방향에 대한 주민들의 생각을 알아본다. 설문결과를 바탕으로 재정비사업의 문제점을 진단하고 향후 추진방향에 대한 정책적 함의를 도출하고자 한다. 분석을 통해 재개발 대상지역의 주민들이 현 거주지에 만족하는 정도, 재정비 사업의 예상 문제점 및 향후 거취 문제, 원하는 재정비사업 방향 등에 대해 파악할 수 있었다. 설문 결과, 주민들은 부동산 및 건설경기 침체와 예산 미확보 및 재정 여건 불투명 등을 재정비촉진사업 추진의 주요 문제점으로 여기고 있었다. 정부가 재개발사업을 계획 할 때, 경기의 흐름을 반영한 정비사업 구역 지정 및 투명하고 안정적인 사업의 수행이 중요하다는 것을 재확인할 수 있었다.

This study is to find out the thoughts about the residents satisfaction and enforcement situation of renewal project by executing the residents consciousness survey to activate the urban regeneration project as an object of target residents. In addition, this study is to investigate the reason why the renewal project does not promote smoothly, and to find out how the renewal project makes progress in the future. Furthermore, this study is to do policy suggestions of future promotion direction as well as to diagnose the problems of renewal project through the questionnaire.

According to the results, the residents see main problems of the project are real estate and construction downturn, uncertain budget and financial condition. We could reconfirm not the importance of zone designation and performance of redevelopment project reflecting the economic trends, but also transparent and stable of project implementation in making a plan of renewal project.
