This study examines the characteristics of Living-Related Social Infrastructure (Living SOC) in the context of small-scale housing redevelopment projects in Seoul.
In response to rapid urbanization and growing housing demand in the 1970s and 1980s, Seoul implemented various housing supply policies. From the 1990s onwards, the city focused on urban renewal initiatives to improve areas with deteriorating and substandard housing through redevelopment, reconstruction, and residential environment improvement projects. However, these initiatives, driven primarily by commercial interests without adequate consideration for infrastructure, led to various urban problems.
In response, the "Urban and Residential Environment Maintenance Act" was enacted in 2003, followed by the "Special Act on Vacant Houses and Small-Scale Housing Redevelopment" in 2017 to revitalize small-scale redevelopment projects. In 2021, the scope of small-scale housing redevelopment projects was expanded, and new systems such as "Moatown" and "Small-Scale Housing Management Areas" were introduced to encourage residents' voluntary participation in improving their living environments. In 2019, Seoul began implementing policies to enhance the provision of "Living SOC," including childcare, healthcare, welfare, transportation, and cultural facilities.
These initiatives aim to provide residents with easy access to essential services within a 10-minute walk, thereby improving their quality of life. Furthermore, the city has promoted the concept of "10-minute neighborhoods," encouraging the distribution of Living SOC within daily walking distances, contributing to neighborhood improvements and residents' well-being. This study focuses on analyzing the characteristics of Living SOC in small-scale housing redevelopment projects and provides guidance for future projects on how to effectively plan and integrate Living SOC.
The research compares the status of Living SOC before and after the completion of small-scale redevelopment projects, examining the changes in Living SOC provision across various project types, including self-housing redevelopment, street housing redevelopment, and small-scale reconstruction projects. Data from the Ministry of Land, Infrastructure, and Transport, as well as Seoul's open data platform, was utilized and visualized using QGIS. The analysis examined the Living SOC provision within a 500-meter radius before and after project completion using multi-ring buffer analysis to assess the impact of these changes on the local and surrounding areas.
The key findings of this study are: first, effective provision of Living SOC requires a minimum scale of redevelopment. While self-housing redevelopment projects, with smaller scales, face challenges in integrating adequate facilities, projects such as street housing redevelopment allow for sufficient Living SOC provision. Second, the provision of Living SOC should not be limited to donated facilities. It is essential to identify the full range of Living SOC needs from the outset of a project and integrate these with surrounding areas and neighboring developments in a comprehensive planning approach. This approach can create long-term social value beyond short-term needs.
In conclusion, the planning of Living SOC in small-scale housing redevelopment projects must be tailored to the specific characteristics of each area and incorporate integrated planning with surrounding facilities and adjacent redevelopment projects. Incorporating resident participation and feedback ensures that Living SOC provision reflects actual needs, enhancing project sustainability, community acceptance, and ultimately improving the quality of life for residents.
