지방재정조정제도의 개선방안에 관한 연구 : 서울특별시 자치구를 중심으로

서울 자치구의 지방재정조정제도와 종합부동산세의 지방세 전환 등을 검토했다.

지방자치는 자치단체소관 사무를 자기책임 하에 처리할 때 진정한 의미의 지방자치라 할 수 있으며, 필요한 재원도 자주적으로 조달하는 재정권이 확보되어야만 가능하게 된다. 그러나 우리의 지방자치단체는 중앙정부 및 지방자치단체들 간에 수직적 재정력의 격차가 심각하고, 재정규모의 영세와 구조취약 등으로 실질적인 자치실현의 한계가 있어서, 지방의 균형적 발전에 많은 어려움이 있는 실정이므로 지방재정조정제도의 개선이 필요하다. 지방재정과 관련하여 시정되어야할 사항은 서울특별시와 관할자치구에 대하여 타지방과 달리 정부의 보통교부세가 지원되지 않아, 열악한 자치구 재정에 상대적 피해를 받고 있으며, 또 부동산교부세의 재원인 종합부동산세를 국세로 한 것은 지역성, 응익성의 조세원칙에도 어긋나는 부적절한 조치이며 지방세로 전환되어야 한다. 또한 국고 보조금 지원에 있어서는 지방비 부담비율의 재조정과 지원 단가를 현실적으로 책정할 필요가 있다. 그리고 서울시에 조정교부금 교부에 있어서는 기준재정 수요액을 산정하는 측정항목의 상당한 차이와 재정수요가 실제로 과소 평가되고 있어서, 이의 조정과 단위비용의 현실화로 세출예산 반영 비율을 높여야 한다.

또 기초자치단체 자치재원인 재산세의 일부를 공동세로 하는 제도가 내년에 시행되어, 재산세가 줄어든 일부 구 주민들의 불만, 불편이 예상되니, 재원감소에 따른 충격이 완화될 수 있도록 정책적 재정지원이 요구되며, 지방의 자주재정 확충을 위해 국세와 지방세의 세원을 선진국의 6:4 정도를 목표로 하여 지방재정을 확충하기 위해 국세인 부가가치세 납부액의 20%를 지방소비세로 이양하는 공유세제를 시행할 단계이다. 서울시 자치구간 또는 지방간 재정을 평준화할 수는 없지만 자치구의 심각한 재정여건 개선을 위해서 정부, 서울시, 자치구가 머리를 맞대고 조정해 나가야 한다. Local Autonomy can be realized only when local governments can do their own work with their own resources. For the authentic local autonomy, local government should be able to exercise their own authority for financial management. Nonetheless, local government are suffering from serious fiscal disparity among local governments.

Thus, the central government of Korea is implementing the financial re-distribution policies. What is most significant in those policies is that the city of Seoul cannot have benefit of block-grant from the central government since the city government is known the best sound government financially. What makes matter worse is that the real-estate tax is designated as a national tax. It should be changed and those tax items should be changed from national tax to local tax. Also the principle that decide the rate between central and local government of national subsidy should be changed as well. The rate is very irrational at the period of localization and empowerment.

This study emphasizes that the central government should be aware that local government are getting heavier in terms of their service duty for their citizens.
