토지신탁개발제도에 관한 연구

토지신탁개발제도의 활용과 토지이용상의 문제를 연구했다.

It seems that the land problem in Korea is to be short-supply chronically, to arouse the increase of land price and to drop the efficiency of land usage, due to become the more land than suitable as reserved demand by its demand for asserts. This paper's purpose is the inrestigation of the practical use of new device as 「the use of land trust derelopmcnt system」 for the effective use of land. In the case of land use in United State of America and Japan, and the actual conditions of land problems and the real estate policy of goverment.

The ultimate purpose of land policy are the effective use or preservation of land, equitable distribution of utility or income, and the security of financial income and puablic facilities. And the means of accomplishing these are the restrictive development of land, a notification system of standard current price, the systems of taxation, and direct intervention like re-development or expropriation, or land re-adjustment work. But the effective achievement is impossible with the only land policy of govement. In this paper, the intervention of private sector is added to the public side of effective land use and it must be very good systems in principle for all.

In addition, this system is applied activelly in Japan which has similar problems of our country, and it some problems can be solved, this system will be put into practical use in Korea. We have many restrictive factors in adjustment of legal system, the supply of fiduciary sources, stability of land price, the security of expect workers, actualization of land fiduciary, and the security of profits. But if the goverment preserves and enforces the public concept of land, and solve the current problems, the prospect for land fiduciary will by very bright.

Finally, the introduction and application of land fiduciary must be propelled continuously for national welfore and activities of regional ficnace.
