자율주택정비사업 활성화를 위한 건축협정제도의 중요요인 분석 연구

건축협정제도의 자율주택정비사업 활성화 요인을 분석했다.

Since the establishment of the building agreement system in 2014, the state has promoted pilot projects and made best practices, and hoped for revitalization of the old city center autonomous housing renewal through utilization of the building agreement system. In this study, we analyzed the importance of the four higher layers and 16 sub-layer in order to analyze the key factors of the building agreement system for activating the autonomous housing renewal. order to activate the building agreement system.

In addition, each sub-layer was found to be the most important fact in the lease and sale support system after the completion, support for the improvement of a land without road through integrated application of entry and exit, support for construction of permissible licenses and permits of indigenous people without ability to maintain, site priority acquisition of urban planning facilities in the project area. And 16 important factors in overall factors are the first place of lease and sale support policy after completion, and floor area ratio transfer activation for solving the economic difficulties of the indigenous people is ranked second.

As a result, the higher layers was analyzed financial financing policy as the most important factor in the formation of the in 건축협정제도는 2014년 법 시행이후 2017년 8월까지 인허가 된 사례가 13건에 불과할 정도로 자율주택정비를 위한 제도로써 정부의 기대에 미치지 못하고 있다. 이러한 과정에서 자율주택정비를 위한 건축협정제도의 활용 방안에 대한 중요요인을 분석하는 것은 의미가 있다. 본 연구에서는 자율주택정비 활성화를 위한 건축협정제도의 중요 요인을 분석하기 위하여 4개의 상위계층과 16개의 하위계층을 요인간의 중요도를 분석해 보았다. 그 결과 건축협정제도의 활성화를 위해서는 상위계층에서는 재무금융지원정책이 가장 중요한 요인으로 분석되었다. 또한 하위계층에서는 준공후 임대 및 매매 지원제도, 진출입로 통합적용을 통한 맹지 정비, 정비능력없는 원주민의 사업타당성 인허가 시공지원, 협정구역 내 도시계획시설부지 선매수 요인이 각 상위계층별 하위계층 요인 간에 가장 중요한 요인으로 도출되었다. 그리고 16개요인 간 전체요인별 중요에서는 준공후 임대 및 매매지원정책이 1위이고, 원주민 경제적 어려움 해결을 위한 용적거래 활성화가 2위, 협정구역내 도시계획시설부지 선매수가 3위로 분석되었다.

결과적으로 자율주택정비를 위한 건축협정제도 활성화를 위해서는 재무금융 지원정책과 지방정부의 활성화 지원정책이 가장 중요한 요인으로 분석되었다.
