In Korea, the development permit system as a means of development control in non-urban area has recently attracted interest from policy-makers and academics. In spite of the introduction of development permit system in 2003, urban sprawl in non-urban area has been deepened. This problem raises a question about how current development permit system results in disordered developments particularly in non-urban area. In this context, this study is aimed at analyzing cases of both urban sprawl by combined land development and disordered developments in mountainous areas, and suggesting policy implications. Some policy implications are drawn through a case analysis.

Firstly, the criteria of development permit for preventing combined land developments should be clarified. Secondly, land developments in mountainous areas should be checked in terms of urban planning. Thirdly, development permit criteria should be enacted as an land-use ordinance. Finally, a new regulation for treating windfall come from land development in case of permitting a development will be needed.
