This study is to minimize the problems when we draw up plans on land ownership in North Korea, which has sustained communism for more than 50 years, and to help foster a productive atmosphere in working towards unification. Study method is comparing and analyzing the East German Land System with North Korea's, and research into the plan of Unified German Land Ownership. To provide a logical plan by exhibiting an opinion within the academic world on land ownership in North Korea after unification.

Consequencely, Land Ownership in North Korea after Korea Unification is First, Consider this the cost of Korean Unification, re-nationalize the land with exception of that land that needs to be possessed by individuals. This individually controlled land will require a temporary public rental system. That is, Individual Land Ownership must be put in effect gradually to prevent confusion and disorder caused by Unification. Second, Possession of land could conflict with the use of that land during the Land Ownership process. In these cases, propel it from a synthetic and long point of view through meditation and improvement of related laws expedite the process.

Third, the Policy on handling land in North Korea after unification must be linked with the current rules of land ownership in North Korea, and be propelled towards private ownership. Fourth, Make policy on nationalization to include a no compensation decision based on former right of ownership of North Korea land, or be tied up to the build up of property by related North Korean people, prepare enlargement and application of the Public use of land, And forbid speculation in the North Korea region. Fifth, Consider making effective land use plan, or establishing related organization like National Property Management Office to control Land Ownerhip.
