초록
The growth-oriented economy had been prioritized, and the policy agenda centered upon the economic development. The economic growth has been accompanied with industrialization and urbanization, and the expansion of urban planning nationwide was highly emphasized. As the Gross Development Product (GDP) has remarkably increased in the second half of the last century, the quality of life has drastically improved, and it’s essential to make a residential environment more livable. In doing so, important concerns inevitably occurring in the housing development are addressed, and one of them is land transformation (or soil transformation) and its relevant issues.
The focus of this research is particularly on the current drawbacks of the land transformation in an institutional context, and the key findings are illustrated as follows. Firstly, this research examines the effects of institutional approvals on housing development, and further it points out that the inefficiency of various reviews and licenses engaged in the development procedure results in serious hurdles that serve nuisances to the housing development at a local level.
Secondly, relevant cases of developed countries reviewed in the research indicates that housing development maximizes marginal revenue in the private sector, and the approach not just ensures the environmental conservation but minimizes land development costs by initiating the development at the point matched between marginal social revenue and marginal social cost. Thus, the strategy to housing development ultimately optimizes the general welfare in line with the public good. Most of the laws focus on environmental problems arising from the development, and consequently they simply regulate the side effects of the housing-related development and reduce the negative impacts.
They impose penalties on various activities of the development and substantially undermine the logistics. Given the fact that the strengths and benefits of the development outweigh the weaknesses, the flexibility empowered in the legal context (like the National Territorial Development Plan) includes incentives to support the environmentally friendly activities of the development such as ecological, underwater, and landscape conservations.
