Since being designated as a welfare facility under the former Housing Construction Promotion Act in 1973, neighborhood living facilities within housing complexes have been considered essential elements for ensuring the convenience of residents during residential complex planning.
These facilities, supported by stable demand from residents, have guaranteed steady income and have been sold at higher unit prices than residential units, thereby significantly contributing to the profitability of the project alongside apartment sales. However, in recent years, the necessity of such facilities has gradually diminished due to advancements in transportation, the rise of large-scale discount stores, the expansion of online commerce, and the widespread adoption of delivery services—all of which have weakened the spatial relationship between supply and demand.
Furthermore, since 2005, community facilities within apartment complexes have been excluded from floor area ratio (FAR) calculations, leading to the expansion of their functions. Consequently, some functions traditionally served by neighborhood living facilities have been absorbed into community facilities. Reflecting these changes, recent metropolitan plans have gradually reduced the designated areas for commercial and neighborhood living facilities in new towns.
Despite these trends, redevelopment projects under the Urban and Residential Environment Improvement Act continue to either maintain or expand the gross floor area allocated to neighborhood living facilities beyond pre-existing levels. In cases where facility size is overestimated, oversupply may occur, resulting in adverse consequences not only for project developers but also for residents of the complex and neighboring communities. Therefore, this study aims to empirically analyze the key factors that influence the size of neighborhood living facilities in redevelopment projects under the Urban Improvement Act.
By identifying and categorizing these factors, the study seeks to determine which elements are currently considered during planning and to identify critical aspects that may be missing from the decision-making process. The research conducted a full survey of 48 mid- to large-sized housing complexes (ranging from 500 to 5,000 households) in Seoul that had reached the approval or completion stage as of December 31, 2024, based on data from the “All About Redevelopment Projects” database.
Through regression analysis, it was found that the cooperative members’ application area for allocation, road width, and proximity to subway stations were statistically significant factors affecting the scale of neighborhood living facilities. These results suggest that the location of the housing complex and the predictable allocation area for cooperative members are major determinants of facility size, while surrounding commercial conditions appear to have limited influence. This indicates that current planning practices tend to rely heavily on internal characteristics of the complex, rather than broader urban planning considerations.
Consequently, it is imperative that future redevelopment plans incorporate a more integrated approach that considers the relationship between the complex and its surrounding areas when determining the appropriate scale of neighborhood living facilities.
