초록
Taking Seotaemal area in Buchon City as the case, the study tries to empirically estimate the changes in land prices that occur due to the changes in zoning regulation, especially the deregulation of the areas under development restriction(so-called Greenbelt area). For the purpose of analysis, the study uses LMIS (Land Management Information System) spatial database as well as ALPA(Automated Land Price Appraisal) land price database for the target years from 2003 to 2005. The spatial analysis clearly evidences significant influences of up-zoning on the rising land prices.
The up-zoning usually brings about additional development activities that lead to a higher urban density thus requires increased provision of urban infrastructure in the vicinity. At the same time, socially undesirable windfall gains to the existing land owners also take place as well due to the rises in price of private land. The study method is expected to provide a convenient way to measure the land price increases in an effort to properly counteract such windfall gains.
