초록
Abstract This study aims to propose the following institutional improvements based on a review of the characteristics of trust based urban redevelopment projects and recent policy changes. First, the trust fee system should be rationalized. To minimize the financial burden on residents, the criteria for fee calculation should be transparently disclosed, and consideration should be given to introducing a fee cap for large-scale projects. Second, the system for collecting and incorporating residents' opinions needs to be strengthened.
Institutional measures such as holding regular resident briefings, making the opinion-gathering process mandatory, and ensuring resident participation at key stages of the project are essential. Third, a management and supervision system to enhance the responsibility and expertise of trust companies must be implemented. External audits should be required for trust method projects above a certain scale, and systems for evaluating project outcomes and resident satisfaction should be introduced. Fourth, a cooperative framework between government agencies is necessary to align policy directions.
The Ministry of Land, Infrastructure, and Transport and the Financial Services Commission should collaborate to create a joint policy roadmap that fully considers the characteristics of trust method projects and provides consistent guidance to the market. In particular, addressing the inherent challenges of the trust method model through institutional improvements will allow it to establish itself as a sustainable alternative for urban redevelopment. Ultimately, for the trust-type redevelopment model to be successfully adopted, cooperation among all stakeholders — including the government, trust companies, and residents — is crucial.
Additionally, the systems and policies must reflect practical realities. Through these efforts, the trust-type redevelopment model can become a successful case that simultaneously achieves sustainable urban growth and improved quality of life for residents.
