Since the Historic and Cultural Environment Preservation Area(HCEPA) was institutionalized in 2010, it has been required to change and improve because of its relatively bigger impact on property rights than other cultural property policies’. The Cultural Heritage Administration devised a method to link the HCEPA with urban planning that shares the space of the national land to deal with its problems. But the organization’s plan was not realized, and the HCEPA is being managed inappropriately under its current system.
Linking the HCEPA with urban planning can not only solve its institutional problems but also make a big contribution to newly building a historic and cultural environment of cultural properties. In Korea’s urban planning system, a District-unit plan is a comprehensive plan combined with a two-dimensional regulation such as land regulation and a vertical process of architectural planning for buildings such as houses and facilities. Seoul City’s District-unit plan to preserve historic areas seeks to maximize historic and cultural characteristics of the HCEPA, preserve historic and cultural resources including cultural properties, and apply those resources to the city.
In particular, the Seongbuk-dong District-unit plan takes an urban-planning approach towards how to show cultural properties and historic vestiges dispersing throughout the area in an urban space. The Seongbuk-dong district-unit plan includes the HCEPA of four designated cultural properties such as the Fortress Wall of Seoul, the Seonjamdan Altar Site, the Royal Villa in Seongbuk-dong, and Simwoojang which is poet Han Yongwoon’s former house. That’s why the plan pursues the establishment of the history and culture management area to maintain and reinforce maximized historic and cultural elements of the Seongbuk-dong area.
The history and culture management area is intended to preserve the landscape of designated cultural properties and their surrounding area and the area’s historic and cultural characteristics by limiting certain factors for constructing a building such as its height, use, floor area ratio, and building coverage ratio. The area has infrastructure facilities including a history and culture park and the Seonjam Museum to establish a good-quality historic and cultural environment. However, in the Seongbuk-dong district-unit plan, the HCEPA is regarded as a separate area not included in urban planning even though it effectively shows designated cultural properties’ characteristics.
This means, in reality, urban planning does not handle the historic and cultural characteristics of cultural properties and their adjoining area. That is because, according to the system of the district-unit plan, the HCEPA is under the influence of a different law like a development restricted zone. A lack of the connection between the National Land Planning and Utilization Act that deals with urban planning and the Cultural Heritage Protection Act that deals with cultural properties indicates the current situation of the HCEPA management and the limit of the HCEPA, which is managed by a different policy.
For systematic management of the HCEPA in the Seongbuk-dong district-unit plan, cultural properties’ historic and cultural environment should be considered a resource that benefits the city. As the United Kingdom cases show, a unique surrounding environment of cultural properties plays a role as a resource for cities. Various kinds of efforts should be made in the sectors such as policy, design, context building, and stakeholder participation so that the HCEPA serves as an urban resource. To do so, it is necessary to take a continuous approach towards research on a creative design for cultural properties’ surrounding area and the context of cultural properties.
Furthermore, the measures to link the District-unit plan with its standards of permission, hire professionals, activate the communication between relevant departments, and utilize the urban planning methods should be implemented to enhance the value of the HCEPA in the urban planning system. The Seongbuk-dong district-unit pla
