The main purpose of this study is to identify the institutional characteristics of resident support programs in Historic and Cultural Environment Preservation Areas of Nationally Designated Cultural Heritage and to suggest directions for their stable operation. This study examines relevant laws and previous studies, conducts GIS-based spatial analysis, and compares fourteen resident support programs implemented under other land-use regulation laws.
The results show that Historic and Cultural Environment Preservation Areas have different spatial and residential characteristics from conventional non-urban regulation areas, such as green belts and water source protection zones. A large proportion of households in these areas are located in urban zones, and the ratio of deteriorated buildings is relatively high, indicating the need to consider residential continuity and living conditions in designing support programs. The comparative analysis also reveals that the intensity and combination of regulations vary depending on the type and location of cultural heritage and the applicable permission standards.
Therefore, it is difficult to apply uniform support criteria to all Historic and Cultural Environment Preservation Areas. These findings suggest that resident support programs should be designed as improvement-oriented support for residential environments and living infrastructure, rather than as direct compensation based on relocation or living subsidies. This study is significant in that it interprets Historic and Cultural Environment Preservation Areas as a distinct institutional field where urban residential functions and public regulations for cultural heritage conservation overlap.
Future research should examine actual implementation cases of resident support programs and evaluate their policy effects and residents’ perceptions.
