Officially assessed individual land price is calculated by comparing the land properties with the standard land, which is selected from a group of land parcels that has similar natural social conditions including landuse and surrounding environment by the Minister of Land, Infrastructure and Transport. Therefore, it is determined by investigating the unique properties of each land parcel and it is being used as a basis for calculating various taxes and charges. Consequently, the land properties are important factors determining the price of land.
Land Property Assessment examines the public constraints, landuse status and topography terrain (e.g., elevation, shape, aspect, and road condition) of each land parcel and uses them for land price evaluation. Among these topography terrain properties, elevation determines up to 13% of the land price when analyzing the price scale range of the land price standard index table based on Eunpyeong-gu, Seoul.
Moreover, although the investigation and calculation guideline for the officially assessed individual land price published by the Ministry of Land, Infrastructure and Transport classifies land parcels into flat, gentle slope, steep slope, and high elevation, there is no clear numerical standard except that the threshold distinguishing gentle slope and steep slope is 15°. The elevation and slope of a land parcel have been determined by the primitive visual inspection of the public officials since 1990, approximately for 28 years.
Therefore, it takes a long time to complete a survey and the complaints of the public have increased due to the lack of accuracy and errors associated with the subjective decision of the investigators. It has also been challenging to persuade stakeholders due to the lack of scientific foundation of the survey method. Consequently, it has reduced the credibility of administration and led tax equity issues in the nationwide. It is necessary to provide scientific and objective estimation bases in order to resolve these issues. Moreover, the investigation method should be improved so the same result can be obtained regardless of an investigator.
Therefore, the objectives of this study were to establish objective classification criteria for the elevation and slope of a land parcel, and to When utilizing spatial data, it is going to verify that high-rise and low-rise irradiation methods can be reproduced as a system. This study, first of all, established a slope information dataset by estimating the elevations and slopes of 1,322 lots located in Eunpyeong-gu, Seoul, using digital maps, continuous cadastral maps, and digital road maps in order to establish elevation and slope classification criteria for the network analysis.
Afterward, the established slope information and existing soil property DB were compared and analyzed to develop elevation and slope classification criteria. The elevation values of 30 sample points were compared between the ground measurements using GNSS-RTK survey equipment and the values extracted from the digital map used for developing the slope dataset in order to validate the accuracy of the digital map. The results showed that the difference between them was less than 5cm. The study constructed a road network by inputting road center points at 10m interval using 1/5,000 DEM, digital road maps, digital maps, and continuous cadastral maps in Eunpyeong-gu, Seoul.
The current calculation method made by the field survey could be reproduced as a system by developing new network analysis techniques using the existing shortest-path analysis algorithm in accordance with the guidelines of the Ministry of Land, Infrastructure and Transport. The study compared and verified the existing land property DB with the results of 300 lots. The analysis results showed that two datasets were consistent for 280 lots. Among 20 disagreed lots, the difference of twelve lots was approximately 1-2°, showing that the current visual inspection method could not accurately determine fine slope differences.
The difference of seven lots was larger than 3°and they were considered survey mi
