Abstract The Korean Cadastral System began in 1910 with land and forest surveys.
Digitalization of these paper-based surveyed data began with cadastral data digitalization from 1982 to 1990, followed by digitalization of approximately 720,000 cadastral and forestry maps, both of which also reflect up to date information and restoration of deteriorated data. Such digitalized cadastral maps were brought to Korea Land Information System (KLIS) where lot-based cadastral information, land properties and topographical information and land register information, restrictions applied for each land use category, other legal restrictions on land use, urban planning information and other useful information regarding development, use and preservation of lands.
Digitalized cadastral information is used for, among other land-related domain of industries, state-wise urban planning, district-based planning and facilities management, as well as land information management for private individuals that serves as a basis of valuation of real properties. Required to properly digitalize of the paper-based cadastral maps is scanning for optical recognition, as a series of cadastral maps are to be interlinked to each other with accuracy.
However, technology has not reached that level yet as optical recognition for interlinking maps are not as accurate as it should be, despite those affine transformation models and conformal transformation models that do not suit the Korean-style cadastral maps. The current elastic compensation method for interlinking of maps is not as accurate, giving rise to severe inaccuracy between electric and paper-based maps that might affect value of properties. Development of a process for accurate coordinate transformation of cadastral maps to suit the domestic cadastral act and local cadastral practices is thus in dire need.
This study introduces a process of moving and transforming cadastral coordinates around the edges of map based on the domestic cadastral act, for accuracy between digitalized and paper-based cadastral maps. Specifically, such a process incorporates both affine transformation, the most commonly used compensation methods for cadastral maps, and consideration of the domestic cadastral act.
The results of applying such process to reality turned out as follows: First, the results of applying affine transformation turned out that it meant nothing more than geometric conversion of coordinates unless taking into account the properties of cadastral maps, deemed inappropriate for advanced compensation of cadastral maps. Second, use of the developed compensation process for cadastral maps successfully reduced errors between digitalized and paper-based cadastral maps in the course of moving boundary points of digitalized cadastral maps to where they should be in paper-based cadastral maps.
Such level of accuracy was also evidenced by satellite pictures, despite some rooms to improve by taking into account locale-specific process. Third, compensation by moving boundary points under the local cadastral act taking into account impact of the neighboring lots was not enough in controlling errors between digitalized and paper-based cadastral maps to minimum. The compensation process in this study brought up a new topic that the locally relevant algorithms as well as modification of the local cadastral act are required for optimal conversion of paper-based cadastral maps to digitalized maps.
Despite several researches on cadastral maps compensation, the suggested compensation process will be of help in improving accuracy if further improved or used with such locally relevant algorithms.
