서울 뉴타운사업의 추진 현황과 성과를 분석하고 개선방안을 제시했다.
초록
The purpose of this study is to comprehensively analyze the implementation status and outcomes of the Seoul New Town Project, which has been across 26 districts throughout Seoul since 2002, and to derive policy-oriented measures for future improvement. The Seoul New Town Project is distinguished from other urban redevelopment initiatives by its extensive spatial scope, its prolonged implementation period exceeding two decades, and its ongoing nature. As of June 2025, the overall completion rate of the project remains at approximately 34.3 percent.
This low level of progress reflects the combined influence of changes in policy environments, fluctuations in global and domestic economic conditions, cyclical dynamics of the housing market, and variations in the level of commitment among redevelopment union members. Due to these structural characteristics, the New Town Project has continuously exhibited issues such as project delays, stakeholder conflicts, and declining project feasibility.
To examine these complex factors in greater detail, this study selects the Sillim New Town area as a case study and conducts a survey of local redevelopment union members to empirically identify key challenges and potential improvement measures arising during the project implementation process. Methodologically, the study undertakes a longitudinal review of the Seoul New Town Project from its introduction in 2002 through 2025. Particular emphasis is placed on analyzing the relationship between project execution and the legal and institutional framework, focusing on the Urban Renewal Promotion Act and the Act on the Maintenance and Improvement of Urban Areas and Dwelling Conditions.
Through this approach, the study seeks to identify how structural limitations embedded in the current legal framework manifest as practical obstacles during project implementation. The survey results indicate that redevelopment unions operating under insufficient legal oversight are prone to opaque management practices, which in turn lead to rising project costs, prolonged implementation periods, and, in some cases, the suspension of redevelopment projects.
In particular, the existing legal framework—originally designed under development-oriented socio-economic conditions—lacks adequate provisions for protecting union members’ rights, managing conflicts among stakeholders, and ensuring transparency in project financing. As a result, disputes among unions, union members, developers, and administrative authorities frequently escalate into litigation rather than being resolved through institutional coordination mechanisms. This trend increases social costs and contributes to delays in housing supply within Seoul.
Based on these findings, this study emphasizes the necessity of revising the current urban redevelopment legal framework to better align with contemporary socio-economic conditions in order to ensure a stable housing supply and the sustainable implementation of the Seoul New Town Project. Furthermore, the study highlights the urgent need for the rational simplification of administrative procedures, along with the establishment of formal legal and institutional mechanisms capable of mediating conflicts among stakeholders at an early stag
