우리나라 토지제도의 역사적 개발방향에 관한 연구

우리나라 토지제도의 역사적 전개와 향후 개발 방향을 연구했다.

Land is a necessary element for human life. It is a field to live in and to produce within, and also an essencial element to determine the quality and quantity of life through its economicity. The problems related with land, therefore, have a critical meaning. It is said that they have derived from the speciality which the supply of land is limited. They become social ones, such as land-price uprising, because that land is speculated so as to monopolize it. The speculation and unbalance between demand and supply rose the phenomena of uneven distribution.

The aim of this thesis, therefore, is to investigate the vicissitude of land system in Korea through historical consideration, to examine the problems of various systems performed now in Korea, and to present their countermeasures. The summerized results in the study are as follows; First, to prevent illegal activities against present land systems, it is necessary to prepare a device restricting speculation by systematizing the flow of money related to land. Second, to unite various tax policies into one, we should try to connect through out the length and broadth, and prepare a new system without evoking tax resistance or repulsion by actualizing tax standard gradually.

Third, we suggest that balanced taxation could be made by abolishing the differenciation between lands for business and non-business, and countermeasures should be established to eradicate the speculation on forest and field. Fourth, to seek for the justification on the land publicity concept, we should impose low tax rate on the necessary land to live in, and highest rate on the land which would be an objective to speculate. Fifth, to solve the land problems, it is needed to present a device to correct and complement boldly some irrational systems. In addition, there should be a political consideration to induce a stable and sound land-market.
