The residential environment continued to deteriorate due to social structural changes such as low fertility and low growth, limitations of existing large-scale maintenance projects and the cancellation of maintenance zones, and deterioration of housing and infrastructure over time. In particular, low-rise residential areas in the old downtown are serious and require management and maintenance plans.
Therefore, this study proposes a regeneration plan aimed at revitalizing the low-rise residential areas in the old downtown area of Incheon by using the urban block renewal project, which is one of the small-scale housing maintenance methods in contrast to the existing maintenance projects. The site of this study was selected as Hambak Village among 44 urban regeneration activation areas selected by Incheon City's Urban Regeneration Strategic Plan(2019). This is the result of selection based on the judgment that the possibility of applying the urban block renewal project is relatively higher than in other areas.
In the course of the study, the blocks that met the legal requirements for the urban block renewal project were derived through the analysis of the site. Based on this, the analysis criteria for comparing the adequacy of the urban block renewal project were defined and applied for comparative analysis. Analysis criteria were expressed in terms of block size, block type, building use, housing size, access condition, and retention rate. According to the analysis criteria, blcoks that are relatively more favorable to the implementation of the urban block renewal project than other blocks were derived.
Finally, the block was defined as an appropriate block for the implementation of the urban block renewal project. As a result, 13 out of a total of 52 blocks were found to be suitable for the implementation of the Hambak Village Urban Block Renewal Project. The types were classified into one single block, two connected blocks, and three connected blocks according to distribution characteristics and road conditions, based on the appropriate blocks for the implementation of the Hambak Village Urban Block Renewal Project.
Based on this, a new comprehensive regeneration plan was proposed by linking the appropriate blocks for the implementation of the Hambak Village Urban Block Renewal Project and the urban regeneration carried out in the Hambak Village. To this end, a master plan was proposed through a strategy of linking the unit project of urban regeneration in Hambak Village with the appropriate blocks for each type of urban block renewal project. Accordingly, the results of this study were described in terms of the adequacy of the urban block renewal project and the connection between small-scale housing maintenance method and urban regeneration.
Aspects of the adequacy of implementing the urban block renewal project are as follows. First, it was shown that among the old low-rise residential areas in Incheon, there are areas with high possibility of connection and application with the small-scale housing maintenance method. Second, the adequacy of the implementation of the urban block renewal project was compared, and the analysis criteria for this were presented.
Third, through the derived analysis criteria, it was shown that even blocks with similar characteristics in old low-rise residential areas such as Hambak Village had a relative difference in the appropriateness of implementing the urban block renewal project The aspects of the small-scale housing maintenance method and urban regeneration linkage are as follows. First, it showed the link between urban regeneration and small-scale housing maintenance method, suggesting a positive direction for the future and guidelines for a old low-rise residential area with 2nd class residential district and a grid-type, block type of two-row lot.
Second, it showed the necessity of linking with adjacent blocks in securing and using public spaces such as open spaces, parking spaces, and community spaces formed after the urban block renewal project. Third, according to the current law, it is possible to produce an alone apartment without considering the surrounding context when introducing the urban block renewal project for a old low-rise residential area that is 2nd class residential district such as Hambak Village. Therefore, it is necessary to establish a detailed institutional syste
