The agricultural land system has been established by conflict and coordination of the interests between all social classes and ranks surrounding agricultural land, so its revision is forced to be possible through new coordination process of these interests. The conflicts of interests of social ranks and classes surrounding agricultural land are complicatedly intrigued with those about the use and ownership of farming land between agricultural capitalists centered non-farmers and producers, peasants, and those among farmers, and land owners and lessees.

The problem is how we would support the development of farming productivity and method, and re-adjust it to the way to secure a optimum scale of farming production foundation. Thus this article will solve these problems and present the following several plans from the viewpoint of preservation and effective use of agricultural land. First one is to expand and designate the agricultural promotion region. It is the plan to reduce the quasi-agricultural region and expand the agricultural region in using and planning a country. The quasi-agricultural region is that with two purposes of development subject and preservation purpose. First, a plan to secure good agricultural land should be devised.

For effective production, it is necessary to secure high productivity agricultural land. Also from the viewpoint of regional and social economy, even to the agricultural land with disagreeable region, a plan to secure it as a preservation agricultural land should be devised. Second ons is to make clear the regulation and deregulation of diversion of agricultural land. Diversion of agricultural in the farming promotion region should be restricted as possible for the purpose of its designation. Thus for the agricultural land for preservation purpose in the agricultural and quasi-agricultural region, its diversion should be restricted by the strict regulation of it.

But for diversion demand, selective permission to the diversion of low class agricultural land and mountainous land should substitute for diversion demand to good agricultural and preservation land. And the improvement of food self-supporting rate and securing of total amount of agricultural land should be prerequisite.

Third one is to facilitate the preservation of agricultural land by promoting collectiveness and flexibility of agricultural land to the promotion region requiring consecutive preservation, put production foundation together, enhancing international competitiveness through production increase, classifying the limit and idle lands outside the promotion region to industrial use, city-farming distribution (tourism resort district), non-agricultural use (farming industrial region), developing them, activating agricultural economy through confronting the use demand of non-agricultural land.

In conclusion, preserving optimum scale of agricultural land, effective using secured agricultural land are the way to revive our farming and agricultural village and to perform public function, stable supply of foods and preservation of environment. It goes without saying its importance in that the staple food to our posterity and us is rice.
