택지개발사업지구의 사업주체에 따른 공원녹지계획 특징 연구

택지개발지구의 사업주체별 공원녹지계획 특징을 비교했다.

본 논문에서는 택지개발 사업지구의 사업주체에 따른 공원녹지 계획상의 차이와 특징에 대해 파악하고자 광주광역시의 2개 택지개발 사업지구(하남 2지구, 진월지구)의 사업주체(광주광역시 도시공사, 대한주택공사)로 구분하여 지구지정, 기본계획승인, 실시계획승인 등 택지개발 사업의 시기별로 구분되는 택지개발 사업 절차 속에서 공원녹지 계획 과정과 변화를 분석하였다. 이를 통하여 나타난 공원녹지 계획의 특징을 요약하면 다음과 같다. 1. 조성상의 기술적 기준 조성상의 기술적 기준의 유무는 공원녹지 계획상의 차이는 그다지 크게 나타나지 않았다. 즉, 조성상의 기술적 기준은 계획 및 설계 시 지표는 되지만 설계나 계획 절차상에서 설계 완료시까지 절대적으로 대상지의 공원녹지 계획의 특징과 차별성에 영향을 미치지는 못하는 것으로 판단되었다. 2. 전문가의 활용 전문가의 활용에서는 활용범위에 따라 각 택지개발 사업 추진절차 시기별로 의견 청취하여 반영하는 적극적인 형태와 실시계획 이전에 학술용역으로 집중 검토하는 전문가 활용 형태로 구분되었는데 공원녹지 계획의 특징을 전문가 의견반영 여부에서 비교하면 각 택지개발 사업추진 절차에 따라 각 계획시기별로 적절하게 활용하는 하는 편이 공원녹지 계획을 수립상 보다 효율적인 결과를 가져오는 것으로 나타났다. 3.

관련기관의 협의 관련기관의 협의 면에서는 택지개발 사업 절차에 따른 시기로 구분되었는데 관련 기관의 협의시 검토된 의견내용은 주로 법적 제한사항이나 전문 내용 중심으로 반영의 적극성이 결정되는 것이 일반적이었다. 그러나 시기별 의견이 각 시기별로 필요한 형식적 절차에서만 반영 되지 않고 초기 계획 단계에서부터 단계별로 적절한 검토 의견을 적용할 경우 택지개발 사업계획의 공원녹지 계획을 합리적으로 수행할 수 있는 요소로 작용하면서 사업지구의 특징을 나타낼 가능성을 확인하였다. This study aimed at analysing differentiated planning characteristics according to various developers in housing complex development projects. Two case study projects were selected among housing complex development projects in Gwangju Metropolitan Area ; 2nd phase Hanam site developed by Gwangju Metropolitan City Corporation(GMCC) and Jinwol site by Korea National Housing Corporation(KNHC).

By comparative study between two sites, changes of planning process and contents of public park and green network plan were analized in terms of the serial planning steps like as site designation, basic layout and detailed plans approval. The result of study were summarized as follows ; 1. Technical standard for construction The existence of technical standard for construction would not have much impacts on planning directions or characteristics of park and green network plan.

In other words, technical standard for construction could be useful as planning or design indicators, but, could not impact absolutely on their differentiated planning characteristics through their total planning process. 2. Experts participation ; There are two ways of experts participation in parks and green network planning ; the affirmative type of participation in all the planning processes and the limited one of participation in the research activity before detailed planning. The results showed that the first one, adopting experts' opinions through overall planning processes, could be more effective than the second one. 3.

Adoption of opinions and negotiation with related fields ; There were many opinions from related fields which reflected into parkandgreen network plan in cases of the serial planning steps, however, not seems to be adopted in the other cases, which means that opinions not related to legal limitations or professional aspects would be positively adopt only during the routine planning phases Though it would be seemed to intensity the site's characteristics on effective allocating the opinions from early phase of planning
