Land baking is one of the most essential tools in implementing public policies in the real estate market. As the embryonic period of land banking system in Korea, many hurdles that must overcome exist. In this research, six important issues concerning the land banking system are explored. First, between short-term and long-term, which one is a more appropriate target period for land banking? Second, which standards can be used for determination of the object lands? Third, what is the desirable structure of organization and management systems in land banking system? Fourth, what are the appropriate methods for land purchase and management?

Lastly, what are the proper methods to mitigate a burden on fund raising? Through various debates on each issue, many useful policy implications for land banking in Gyeonggi-do could be obtained.
