ABSTRACT A Study on the Realistic Management Plan of the lease of a House on a Deposit Basis System Tea Kwan Choi Major in Real Estate Policy Graduate School of Public Policy Hanyang University Advised by Prof. Mun Hyen Cho The Jeonse system (a leasing system unique to the Republic of Korea) has been officially preserved for the last 100 years since 1910 in the form of Housing Finance and of Housing Stability institutions for the working class. During a time when established institutions lacked financial resources, the Jeonse system was not only a vital financial mean for the working class, it was, moreover, a mean of providing rental housing.
In this aspect, the long-preserved Jeonse system of the Republic of Korea, although it has played a positive economic role for individuals and households, by solving the problem of residence, it has preserved the deficiencies in the public rental housing service. In the 2010 research on housing conditions conducted by the Ministry of Land, Transport and Maritime Affairs, it was shown that, out of a total of 1,739.9만, 376.6 households were living in Jeonse-leased houses. Put differently, 21.6% of the total number of households, i.e., 1 in 5 households, were living in Jeonse-leased houses.
Moreover, the 376.6만 households in Jeonse-leased houses constitute 50.3% of 748.6 만 of households that either rent on a Jeonse- or monthly-lease basis. In other words, 1 in 2 households that lease houses in one form or another, live in Jeonse-leased houses. Today, circumstances necessitate a reassessment of the Jeonse-lease system. The cooling down of the housing market after the US subprime mortgage crisis, led to a stable decrease in housing prices. In addition, the long-term base rate is oscillating between 2.5%~3.0%.
The falling of housing prices and of the base rate has been directly responsible for the decline in demand for house sales, which in turn has led to a rising trend in lease demand. Even existing Jeonse-lease providers are switching over to either monthly rent with security deposit or simply monthly rent. Because of this, various problems have arisen, such as the sharp rise of Jeonse-lease prices, imbalance between supply and demand, upsurge of informal housing finance, market depreciation, housing instability, difficulty in restitution of Jeonse-lease deposits, and rise in social cost, among others.
On top of this, the coincidence of house poor and rent poor has made this issue increasingly an object of public concern. In answer, the government has attempted to resolve this problem from various angles, namely, by increasing the provision of rental housing, subsidizing Jeonse-lease loans, operating a public information network for rental houses, and etc. Despite this, however, Jeonse-lease prices are still continuously on the rise and impeding the introduction of alternative policies.
The informal Jeonse-lease market, in relation to the entire loan market, accounts for 368.7 trillion won out of the total 800 trillion won, i.e., 46%; when factoring in the monthly rents with security deposit, the number rises to 414.3 trillion won (Korea Housing-Finance Corporation, October, 2013). If the above informal market were to be incorporated into the existing official institutional framework, it would considerably strengthen the national economy. Therefore, in our contemporary society with a developed housing finance market, there is no longer any value in preserving the Jeonse-lease system, and the time has come to gradationally downsize it.
Government also shall change their attitude to maintaining Jeonse-lease system by strengthening Jeonse-lease system. Rather, through the gradual reduction of financial aid policy and tax benefit of Jeonse-lease system, government shall start to prepare of practical management of it. Also, provided tax benefit with existing contract shall be excluded in new Jeonse-lease contract by survey public opinion and advance notice. Exist Jeonse-lease shall obey the old policy, however new Jeonse-lease shall obey market transaction order and but only tax benefit excluded. It may
