Abstract The Study on How to Improve Private Rental Housing Business -Focusing on Acquisition, Property and Transfer Income Tax- Baek, Young Rok (Supervisor Park, Byung Kyu) Dept. of Housing Development and Management Graduate School of Housing Seoul National University of Science and Technology As of 2011, rental houses provided by individual multi-homeowners are 5,935,986 units, accounting for more than 80% of total rental houses of 7,395,499 units in Korean housing market. However, private rental houses registered under the Rental House Act are only 5.95% of the total rental houses and 7.42% of rental houses provided by multi-homeowners.
For this reason, the government finds it difficult to establish proper and stable policy for rental houses and impose taxes on rental houses. Against this backdrop, this study aims to examine acquisition tax, property tax and transfer income tax and offer alternatives by analyzing tax differentiation designed to encourage general multi-homeowners to register as housing rental business owners.
In addition, the author hopes that this study encourages private multi-homeowners to actively participate in rental housing market so as to achieve the following objective: the rental housing market can be revitalized; rental prices and the housing market can be stabilized; the government can establish proper and stable policy on rental housing, and; the government can secure more revenue from general incomes tax. In order to achieve the goal of the study, the paper analyzed increase/decrease of rental housing business, examined the relations between reduced acquisition, property, and transfer income tax and general income tax, and conducted surveys on the issue.
The results of the analysis are as follows: First, the analysis of increase/decrease of rental housing business shows that providing different tax benefits between general multi-homeowners and housing rental business owners can be one of the measures to encourage general multi-homeowners to registered as housing rental business owners.
Second, the analysis of the relations between reduced acquisition tax/property tax/transfer income tax and general income tax shows that, if the government intends to provide multi-homeowners with tax benefits to encourage them to register as housing rental business owners and declare their income from the rental business, it shall give exemption on acquisition tax and the transfer income tax during the period the housing is rented.
Third, the survey analysis shows that homeowners in their 50s or above want the government to give exemption on acquisition tax regardless of the current regulation on housing bigger than 149m² in size and provide exemption on margin from transfer incurred during the rented period. They also expected the deposit increase rate to be in the 10% range to reflect the market reality, even if it would put them under strong restrictions. The more houses the respondents have, the stronger these expectations were. The survey results also show that they are not satisfied with the current conditions of housing rental business.
When the housing market is sluggish, the government has reduced or exempted acquisition tax or transfer income tax for general multi-homeowners as an attempt to revitalize the market. If housing market is hit by speculation, the government, in turn, stopped giving the tax incentives or levied heavy tax. However, these policy measures ended up eliminating differentiating effects of taxes imposed on general multi-homeowners and housing rental business owners or even caused more disadvantages for registered rental business owners. In terms of effectiveness, these policies were only stopgap measures and were not effective enough to stabilize the housing market in the mid and long-term.
Therefore, it is recommended that the government give exemption on acquisition tax for housing under the size of 149m² and provide exemption on margin from transfer incurred during the rented period for legally-registered housing rental business owners who pay general income tax. In addition, the tax revenu
