건축관련 허가 경사기준에 관한 연구

건축 허가와 개발행위허가에 적용되는 경사기준을 검토했다.

For making the road and the land for the houses which has a high efficiency, we should theft the mountain road or relatively landfill the low land, and this leads to high and low cut slope, and mounding slope. However, to get the permission for the building, we should get the permission for the building, permission for the development, permission for using the mountain road, but when examining the particular permission, the standard of the slope are different, suggest those in all same way, not considering the situation, so it is hard to manage the permission which has a chaos of the civil complaint to get the permission and responsibility of the responsible civil servant.

This paper has investigated, analyzed the contents and the number of the permitted building permission, permission for the development and the permission of the mountain land in Ga Pyeong Gun from 2008 to 2010 and performed the survey for the expert group. In the geographical condition which represents the site situation of the building permitted land, this has suggested more proper standard of the slope, depending on the site situation, considering the rate of the safety from the standard of the slope. 사용 효율성이 높은 도로개설 및 주택부지조성을 위해서는 산지를 절취하거나 상대적으로 저지대를 성토 매립하여야 하며, 이에 따라 높고 낮은 절토사면과 성토 사면이 발생하게 된다.

그러나, 건축허가를 받기위해서는 관련법규에 의해 건축허가, 개발행위허가, 산지전용허가를 득하여야하나, 별도의 허가 검토 시 경사기준이 서로 상이하고, 현장여건을 감안하지 않고 천편일률적으로 제시하고 있어 , 허가를 득하고자하는 민원인의 혼란과 담당공무원의 책임 있는 허가업무처리가 어려운 실정이다. 본 논문은 2008년도부터 2010년까지 가평군에서 허가된 건축허가, 개발행위허가, 산지전용허가의 내용 및 건수를 목적별, 용지별로 조사․분석하였으며, 전문가 집단의 설문조사를 실시하였다. 건축허가지의 현장여건을 대표하는 지질조건에서 경사기준에 따른 안전율을 검토하여 현장여건에 따른 좀 더 적절한 경사기준을 제시하고자 하였다.
