초록
The purpose of this research is to analyze city planning processes and to improve municipal laws pertaining to city management planning in Korea. This research consists of a theoretical and an empirical review of city planning, a survey and an analysis of the views of city planning officers and city planners, and suggestions for improvement of municipal laws pertaining to city management planning. The complete this research, a survey was administrated to city planning officers and city planners about city planning processes.
The results of the survey are as follows: - 63% of the total respondents indicated institutional problems of city management planning such as the self-interests of residents, coordination of mutual interests, and a lack of supervision. - Respondents see the city planning committee as having several operational problems. One is that the committee has limited information and time. Also, the contents of the plan are confusing and complex, in particular as regarding the public's misunderstanding of it.
- According to the case studies of the Dadae and Manduk Districts, the survey revealed that decision-making has been unclear, there is a lack of clear principles and criteria for zoning, there has been political pressure (in particular from the mayor), and a lack of coordination. - The respondents provided suggestions of how to deliver effective city planning information, for example, mass communication such as newspapers, broadcasting, and the Internet. - 71% of the respondents suggested there be a public explanation preliminary to public hearings early in the city planning stage to explain the city's vision and any new zoning proposals.
The results of the research regarding the improvement of municipal laws pertaining to city management planning are as follows: - the results indicate that a preliminary explanation meeting, prior to public hearings would enhance the overall city planing process. - the results suggest that an independent planning committee replace the government - directed city planning committee. - the results indicate there needs to be more public access to city planning documents and to improve & encourage citizen's participation by utilizing the Internet. As the survey sample was small, the results have a problem of statistical significance.
Also the results are limited in that the survey did most include ordinary citizens.
