ABSTRACT A Study on the Planning Indicators and Evaluation Criteria for Carbon Neutral Green City Kim, Youmin (loretta) Department of Urban Planning & Development Management Graduate School of Urban Studies Hanyang University. June, 2013. Establishing Planning Indicators for Low Carbon Green City has been actively discussed and researched among experts on a national scale. However, no identical case has actually been found in reality since the composition and elements of the Planning and Evaluation Indicators are diverse to a certain extent.
In addition, researches on the Planning Indicators that can be applicable to the development and renewal business at the city scale, such as metropolitan cities, cities, and counties are insufficient, because the Planning Indicators are applied sporadically to limited categories only, such as district unit plans and residential developments. As a consequence, the basic goal of this research is to form the “Planning Indicators” system that is applicable to Korea, in an effort to develop cities that are based on the “Carbon Neutral Green City” concept.
The research also attempted to develop comprehensive Planning Indicators System and its corresponding evaluation standards, in order for the cities to self-evaluate the degree of improvement in tandem with the Planning Indicators at the city scale. As for the research methodology, the system of “the Planning Indicators of Carbon Neutral Green City” has been set up, in the first place. The process of establishing the system has gone through three steps.
The first step is to form the first framework of indicators (51 indicators, 7 sections) after going over wide-ranging issues; namely, advanced researches with regards to the Carbon Neutral and Green City, regulations and guidelines for the same subject matter, indicators of green architectural certificate system, and planning factors applied to the exemplary cities at home and abroad.
Afterwards, the second step is to have the FGI professionals draw out the second indicators (46 indicators and 4 sections)by supplementing the framework of planning as well as individual indicators, which were reviewed during the first step, after verifying the appropriateness of the planning indicators of the Carbon Neutral Green City. At last, criticality analysis has been performed as the third step by utilizing AHP analysis based on the verified final framework of indicators. The detailed analysis has been used to compose the scale of points of the indicators, and also used to arrange the details of the weighted values.
Second of all, the evaluation methodology for cities is presented by the “evaluation points” system, based on the planning indicators. In order to make them applicable to cities, it has established the evaluation methodology by classifying them into two segments: qualitative and quantitative, through the study of the previous evaluation researches, along with relevant materials. In accordance with the prepared “Evaluation Standards,’ the research attempts to evaluate and analyze the Sejong city, which was systematically developed based on the concept of Low Carbon Green City, and to find out any inappropriate issues.
The research also conducted an evaluation process and addressed the issues, which need to be improved in Ilsan, which is one of the first generation new towns where the Carbon Neutral Green City concept had not even been applied to the city planning. As a consequence, the comparative evaluation between the new and old cities has sparked some new suggestions. First, the indicators are prepared in 4 categories; for example, ‘Green Land and Ecology, Green Energy and new renewal, Green Resources and transportation, and Green System and life.’ And 46 detailed indicators system is setup.
According to the result of criticality analysis between indicators, following 20 indicators are considered to be significant guidelines on which priority should be placed, in terms of planning and maintenance&management for ‘low carbon or carbon neutral’ green city.
·Management system for energy goal, ·TOD Development ·Securing Biotope Area Factor, ·Making green low energy architecture compulsory ·Air pollution degree, ·Accessibility to public transportation facility, ·Unique Strategies to reduce Greenhouse Gas, ·New Renewal Energy Application level, ·Integrated Operation System and Maintenance Manual Second, Sejong city, a newly planned town based on the Low Carbon Green City concept, has numerous successful aspects according to the research indicator’s evaluation. However, it was found that the following specific items need rules that are governed by the guidelines, and also need specific target goals.
·Preserve ecology as well as cultures, ·Wind path constitution ·Energies utilizing natural resources, ·Feed water volume control and management, ·Utilizing sewage and wastewater ·Making green low energy architecture compulsory Third, Ilsan city, a new but an old town at the same time to which low carbon green city concept hadn’t been applied, needs its sincere effort to improve not only the items specified above for Sejong city but also has additional items that need progresses.
The city needs to enhance its actual air pollution degree and establish official regulations and target numbers for following matters: ·Green & Ecological Network, ·Small animal and birds habitat, ·Released heat recovery ·New Renewal Energy, ·Accessibility to the pubic transportation ·Strategies to reduce greenhouse gas The policy implications as a result of the above research and analysis are as follows: First, it is critically significant to apply the concept at the very first stage of city planning. In order to do this, the best measure to be taken might be to prepare established indicators and present them.
Given that draw backs needing more careful consideration and down sides that need improvement are detected even from recently developed planned cities, one can tell that it is importa
