Real estate prices are closely tied to the national economy and household wealth and respond sensitively to policy changes. While previous studies have focused mainly on the sales and jeonse markets, the monthly rental market has become increasingly important amid jeonse instability and rising rental demand.
This study examines how the Comprehensive Real Estate Holding Tax (CREHT), which raises landlords’ holding costs, and the Rent Increase Cap System, which limits rent increases in renewal contracts, affect apartment monthly rents. The analysis covers Seoul, Incheon, and Gyeonggi Province over 92 quarters from 2003Q1 to 2025Q4. The regional apartment monthly rent index was constructed using a two-month overlapping repeat sales model based on actual transaction data from the Ministry of Land, Infrastructure and Transport after 2011, and was extended to the pre-2011 period by linking changes in the Real Estate 114 monthly rent index.
This index was combined with CREHT revenue, a Rent Increase Cap System dummy, apartment completions, net migration, gross national income, and corporate bond yields to form a quarterly panel dataset. A panel ARDL model was applied to estimate long-run relationships and short-run adjustments. The results show that the error correction term is negative and statistically significant, confirming adjustment toward long-run equilibrium. In the long-run equation, CREHT revenue has a positive and significant coefficient at the 5% level, suggesting that holding tax burdens may be transmitted to monthly rents over time.
In contrast, short-run changes in CREHT revenue show negative and significant but small effects. The Rent Increase Cap System dummy is positive and significant at the 1% level, indicating that monthly rent growth increased after the Three Lease Laws were implemented in 2020Q3. This suggests that restrictions on renewal-contract rents may have widened the gap between renewal and new contracts, thereby raising new-contract rents. The Bounds-Test confirms a long-run equilibrium relationship in Seoul at the 5% level and in Incheon at the 10% level, while Gyeonggi Province remains inconclusive. These findings imply that policy effects differ by region.
Overall, holding tax reform should consider spillover effects on the rental market, and lease regulations should account for possible upward pressure on new-contract rents. This study contributes by constructing regional monthly rent indices from transaction data and jointly analyzing CREHT and the Rent Increase Cap System.
